CITY OF WEBSTER GROVES Public Works Technical Construction Project Manager in SAINT LOUIS, Missouri

POSITION SUMMARY The Project Manager is responsible for the implementation and execution of projects from start to finish. Administration of City contracts related to the construction of streets, sidewalks, sanitary sewer laterals, and other capital improvements. The Construction Project Manager is responsible for performing work related to planning and managing capital improvement projects related to either infrastructure or facility projects. Duties include proposing new projects; developing scope; negotiating fees; budget preparation and reporting; performing design development and review; managing and coordinating construction activities; and performing updates on general design standards, professional-level assignments in research, analysis, planning and implementation of activities and projects within assigned areas, developing contract specifications and overseeing all aspects of Public Works projects including , contract writing and administration, issuance of Requests for Proposals (RFPs), and monitoring deliverables. The incumbent will provide direction, coordination and completion of the project(s) while remaining aligned with the strategy, commitments and goals of the City. ESSENTIAL FUNCTIONS The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned. 1. Oversees the right-of-way acquisition, utility relocation and construction of transportation, stormwater management and public water and sewer capital improvement projects from design and planning to completion, focusing on quality, budget and schedule. 2. Assists in developing and monitoring project budgets. Ensures projects are completed within allocated budgets and time constraints. 3. Plans, schedules and conducts project management of multiple projects, some of which may be concurrent. Performs work which involves conventional engineering practice and may include complex features. 4. Ability to read and interpret specifications and construction drawings to comply with project requirements and project deliverables of RFP's, submittals, construction reporting and documentation. 5. Experience in Pre-Construction and Construction activities to include conducting site visits, developing scopes of work, estimating construction costs, negotiating pricing and managing the overall construction of the project through closeout. 6. Responsible for all financial reporting of projects in conjunction with Finance personnel. 7. Achieves operational objectives by contributing information and recommendations to plans; implementing production, productivity, and quality standards; determining system improvements, implementing change. 8. Responsible for budget preparation and reporting, negotiation and management of subcontractor contracts. 9. Performs project management including, but not limited to: writing specifications, overseeing the project design / creation of plans, utility and emergency services coordination, bidding, preconstruction meetings, prevailing wage requirements, resident contacts, evaluation of pay requests, field inspection and quality control program, punch-list generation, and change orders. 10. Provides oversight of construction contract administration related to requests for information (RFI), change orders (CO), claims and other related contractual items. 11. Manages permitting and approval process for every project. 12. Reviews plans and specifications for clarity and constructability. Ensures that plans and construction are in conformance with appropriate City, environmental and general construction standards. Meets with individuals to discuss and clarify review comments. 13. Reviews utility company permit applications to determine construction timing, detours, signage type, and methods of restoration work to be performed in the Citys right-of-w y. 14. Assists with the development and review of cost estimates and schedules for Public Works and other related City capital improvement program (CIP) projects. 15. Assists in the development of long-range capital improvement plans for the Public Works Department, in concert with the Director of Public Works. 16. Meets with residents to identify and develop solutions to engineering related problems within the City. 17. Organizes and supervises routine surveys, field and office studies, and inventories. 18. Manages project task allocations for Street Superintendent / Public Works Inspector. 19. Manages and accounts for field equipment and supplies. 20. Prepares routine engineering plans and sketches. 21. Makes continuous improvement a priority; has a solid grasp of basic and advanced project management principles, along with having experience in successfully applying these principles. 22. Works closely with internal and external stakeholders to ensure seamless project integration and completion. 23. Conducts risk assessments; reports identified risks to management; provides recommendations for mitigation of risk (including termination of the project if appropriate). 24. Manages communication, project implementation and feedback with all internal and external stakeholders. Receives and handles questions and concerns from the public, elected officials, and City staff pertaining to the assigned projects. 25. Attends City Council meetings as directed to communicate project presentations. 26. Close out projects in a timely manner, including all final project cost reporting. 27. Responds to emergency situations outside of business hours as needed. 28. Other duties as assigned. QUALIFICATIONS AND REQUIREMENTS Bachelors degree in construction management, Engineering, or a project management degree like a Master of Science in Project Management (MSPM). Demonstrated ability to thoroughly understand drawings and specifications, general contractor and subcontractor documents, materials, means and methods. At least five (5) to seven (7) years of experience in engineering and project management. Comprehensive knowledge of engineering principles regarding heavy construction, construction practices and inspection methods. Experience with Public Works construction in a municipal setting preferred. Experience using software such as AutoCAD and/or Microsoft Project. Valid drivers license. REQUIRED JOB COMPETENCIES 1.
