U.S. Army Corps of Engineers Construction Control Representative in Saint Louis, Missouri

Summary About the Position: As a Construction Representative, spends a majority of the time monitoring and controlling construction quality on multiple construction contracts characterized as unusually complex and controversial. This position will be located in St. Louis, MO and will allow for situational telework only. This position is NOT eligible for full time telework. Responsibilities Performs on-site inspection and quality control functions as required. Assures work in progress and upon completion is in compliance with plans and specifications. Prepares a written Quality Assurance Plan for each assigned project. Reviews, advises on, and evaluates the Construction Quality Management (CQM) System of both the construction contractor and Corps. Informs contractor of contract requirements concerning construction scheduling, progress reporting, safety measures, payroll records, etc. Reviews plans and specifications prior to contract advertisement for aspects of Biddability/Constructibility/Operability/Environmental (BCOE). Prepares engineering data for change orders, considering such matters as conditions at work site, field measurements and computations, and local prices, sometimes discussing and working out details with contractor personnel. Reviews contractor's cost breakdowns, progress measurement data, reports of material and equipment used, and field inspection and survey reports to determine their accuracy and adequacy of computing periodic payments. Minimum Qualifications GS-05: Specialized Experience: One year of specialized experience which includes preparing various construction and/or contract documentation; resolving a variety of simple problems, and assisting team members with identifying actual or potential problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four year course of study leading to a bachelor's degree. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. Minimum Qualifications GS-06: Specialized Experience: One year of specialized experience which includes preparing construction and/or contract schedules, specifications and/or drawings; reviewing and/or interpreting construction specifications for constructability and practicability; and assisting team members with identifying actual or potential errors, inconsistencies, and/or other deficiencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Education: A half year (i.e., 9 semester hours) of graduate level education in a field directly related to the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages. Minimum Qualifications GS-07: Specialized Experience: One year of specialized experience which includes planning independent projects and/or complex construction assignments; reviewing and/or interpreting construction specifications for constructability and practicability; and identifying actual or potential errors, inconsistencies, and/or other deficiencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field directly related to the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. Minimum Qualifications GS-08: Specialized Experience: One year of specialized experience which includes planning independent projects and/or complex construction assignments reviewing and/or interpreting construction plans for constructability and practicability and assisting team members with determining the necessity for changes or remedial action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: One and a half years of graduate level education in a field directly related to the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages. Minimum Qualifications GS-09: Specialized Experience: One year of specialized experience which includes executing construction plans and/or inspections investigating construction phases to ensure compliance with contract schedules, specifications and/or shop drawings; and recommending necessary changes in plans and specifications to effect or eliminate engineering or construction problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). OR Education: Two full years of graduate level education (i.e., 36 semester hours) in a field directly related to the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
