Position Overview:
Leads the strategic planning, design, implementation, administration, and communication of the company's health & welfare and other non-retirement benefit (employee fringe benefits) programs, ensuring compliance with complex laws and regulations and applicable reporting requirements. Oversees the operations of the employer sponsored self-funded medical plans (Sutter Select. Evaluates effectiveness of programs, proposing and implementing changes to support the achievement of strategic business initiatives. Establishes the direction of policies and procedures to support business goals while addressing appropriate geographical and business differences. Defines system-wide application of human resources (HR) solutions to meet the needs of the business and support program execution.
Job Description :
The person selected for this role must live in the Northern California Sutter Health footprint and come on site often for meetings, etc. This is not a remote role.
EDUCATION:
Equivalent experience will be accepted in lieu of the required degree or diploma.
Bachelor's: Human Resources, Business Administration or related field
TYPICAL EXPERIENCE:
12 years recent relevant experience
SKILLS AND KNOWLEDGE:
Working knowledge of applicable laws and regulations governing health and welfare benefits (e.g.., Employee Retirement Income Security Act (ERISA), Consolidated Omnibus Budget Reconciliation Act (COBRA), Health Insurance Portability and Accountability Act (HIPAA), Affordable Care Act (ACA), Family and Medical Leave Act (FMLA), California Family Rights Act (CRFA), Financial Accounting Standards (FAS 106) and Internal Revenue Code (IRC) Sections 105, 79, 125, etc.).
Working knowledge of medical, dental, vision, life, disability and other non-retirement benefit programs.
Knowledge of insurance contracting.
Familiar with current and emerging health and welfare benefit trends and practices.
Knowledge of applicable audit and regulatory compliance requirements governing health and welfare plans and programs.
Ability to understand the business and culture, and to effectively manage or lead change.
Strategic skills for reviewing processes and strategies to ensure successful alignment with business needs and for identifying improvement opportunities.
Analytical skills with proven ability to resolve issues/problems by leveraging business and HR/functional knowledge and client relationships.
Ability to manage large scale projects from inception to successful implementation.
Ability to operate strategically and tactically.
Demonstrates credible leadership presence, with the ability to respond to questions with logic, clarity, calmness and authority.
Ability to bring individuals together to resolve differences and/or to achieve acceptance of a solution.

Pay Range is $75.45 to $120.73 / hour
The salary range for this role may vary above or below the posted range as determined by location. This range has not been adjusted for any specific geographic differential applicable by area where the position may be filled. Compensation takes into account several factors including but not limited to a candidate’s experience, education, skills, licensure and certifications, department equity, training and organizational needs. Base pay is just one piece of the total rewards program offered by Sutter Health. Eligible roles also qualify for a comprehensive benefits package.
