Summary If selected, you will be responsible for providing recommendations to supervisor and assisting the State Director in conducting and coordinating the administrative support activities in the areas of budget and fiscal management, procurement, vehicles, property, personnel, data processing, and record keeping for the program. Responsibilities The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Participates in the development, preparation, and review of financial reports and budgetary summaries as well as the execution and presentation of budget and financial information. Compiles and prepares operating, work, and financial plans for the state WS program. Prepares budget corrections based on general knowledge and information received from supervisor, State Director, and Regional Office. Reviews agreements, makes financial corrections, and assure work in in compliance with APHIS policy regarding use of standard language, WS templates, etc. Maintains the APHIS Cost Management System (ACMS) by entering planned/committed ledger items, salary projections, allocation changes, and budget tracks agreements. Retrieves, analyzes, corrects and reviews federal and/or state accounting systems reports and program ledger to assure they are in balance, accounting data is valid, and regulations adhered to. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-05 grade level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience utilizing federal regulations and regulatory provisions as they pertain to appropriations and the budgetary process. Experience with APHIS Cost Management System (ACMS) or a similar ledger system for creating planned/committed ledger entries, salary projections, allocations, and agreements for reconciling and analyzing continually changing financial data. Experience in organizing financial data, contracts/agreements, invoices, and budgetary documents to complete work accurately and in established formats. Experience in reviewing/reconciling/inputting documents, tables and reports with accuracy while working independently. Experience running automated Financial Reports. OR: 1 full year of graduate level education in studies related to Budget or Financial Administration. OR Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree from an accredited institution AND must meet certain GPA requirements. Equivalent combinations of education and experience are qualifying for this grade level. TRANSCRIPTS are required if: You are qualifying for the position based on education. This education must have been successfully completed and obtained from an accredited school, college, or university COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-07 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. First time hires to the federal government normally start at the lowest rate of the salary range for the grade selected. Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee. This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
