The CalSTRS Service Retirement Division is seeking a motivated individual to work as an Associate Governmental Program Analyst (AGPA) on the Benefit Resolution, Appeals & Legislation Team.

The Service Retirement Division is the largest benefit program within CalSTRS and responsible for the timely and accurate delivery of benefits to retired California educators.

The Benefit Resolution, Appeals & Legislation Team receives, analyzes and resolves escalated member inquiries; communicates with members both verbally and in writing; conducts the internal appeal process and implements outcomes for the Service Retirement Division; assists with the external appeal process; proposes, analyzes and implements legislation that impacts the Service Retirement Division; facilitates requests for Legal Opinions.

Under the general direction of the Pension Program Manager I, the Service Retirement (SR) Benefit Resolution, Appeals and Legislation Team (BRAL) incumbent works independently and in a team environment exercising a high degree of initiative, independence and good judgment in the course of interpreting and applying current law or changes in policies, procedures and administrative directives. The incumbent independently performs the most complex analytical tasks, including responding to internal and external customers, ensuring responses are correct, consistent, complete, concise and compassionate; processing and quality checking reissued payments; and the analysis and preparation of Decision Letters for review and signature by SR Leadership. The consequence of error is critical and could have a significant impact on members, beneficiaries and CalSTRS.

  • Familiarity with CalSTRS Systems (Preferably START & MIC), policies and procedures, and the Teachers' Retirement Law.

  • Experience using Microsoft products (Word, Excel, Outlook, etc.).

  • Tactfulness, discretion, and professional discipline.

Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.

Telework Information: We offer a hybrid approach including in-office and remote work solutions with staff working on-site at our Headquarters in West Sacramento 2 days per week.

Working Conditions

All staff of CalSTRS are employees of the State of California and subject to California employment taxes and withholdings. Upon appointment, staff are required to provide a current California address to CalSTRS Human Resources to be used as a remote work location.

Statement of Qualifications

Background Investigation

Prior to employment with CalSTRS, a background investigation (BI) will be conducted. The BI consists of a Personal History Statement and fingerprinting through the Department of Justice. The BI will check criminal and civil records and, if applicable, verify education and check driving records.
