Department of State - Agency Wide Lead Budget Analyst in Rosslyn, Virginia

Summary This position is in the Bureau of Diplomatic Security (DS), Executive Directorate (EX), Office of the Chief Financial Officer (CFO), Financial Planning Division (FPD). You will serve as a subject matter expert, lead advocate, and technical authority for Budget Formulation, Justification, Presentation, and Enactment, responsible for all pre-execution budget activities for the largest diplomatic engagement bureau in the Department. Responsibilities Leads a team of three Budget Analysts to support Budget Formulation, DS’ participation in the International Cooperative Administrative Support Services (ICASS) Program, and management of special recurring accounts and recurring reimbursement accounts Leads bureau-wide budget formulation efforts from formulation, justification, presentation to enactment. Serves as a liaison to DS technical program offices and to financial management stakeholders. Manages the largest cost center in the International Cooperative Administrative Support Services (ICASS) platform, DS’ Local Guard Program. Serves as interface between technical program offices and financial management stakeholders. Manages special recurring appropriations accounts and special reimbursement programs. Develops operating plans for covered accounts. Communicates with external partners that resource DS activities through these accounts. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing, writing, and defending programmatic budget submissions through budget justification, formulation, presentation, and enactment. Experience completing comprehensive management analyses and reports on large sets of financial data using data analytics software to distill financial information into an easy-to-understand format accessible to senior leaders. Experience leading financial management process improvement, to include leveraging new technologies to automate and standardize financial management business processes.
