Development InfoStructure Change Management & Communications (CMC) Lead in Rosslyn, Virginia

Overview

Development InfoStructure (Devis) is currently seeking an experienced Change Management & Communication Lead to join one of our Department of State program in Rosslyn, VA.  The CMC Lead will provide stakeholder interface with Business Leads, Project Managers, Business Analysts and will provide daily tactical execution of the overall change and communication plan and stakeholder engagement plan.

 

Responsibilities

  • Draft professional communications detailing USRAP changes and updates for various government and non-government audiences

  • Translate complex technical concepts for a largely non-technical audience

  • Deliver the START Product Owner and Production Support team with system enhancement requests, advocating on behalf of the end user to ensure processing is conducted efficiently and effectively

  • Offer USRAP Program expertise based on acute understanding of Refugee processing and ServiceNow (START) capabilities

  • Maintain a thorough and current awareness of RSC and RPC policies, plans, initiatives and developments that impact or otherwise influence USRAP Partners

  • Facilitate and execute User Acceptance Testing on roughly an every-other-quarter basis, working with RSC staff members to collect feedback

  • Lead meetings with various stakeholders to discuss policy, process, and system changes, and represent the expected impacts of such changes

  • Provide recommendations to the RSCs on opportunities for increased engagement with staff

  • Review START release items and provide feedback on release note drafts with the end user

  • Create and maintain ServiceNow reports to monitor START system usage

  • Provide assistance to the RPC Help Desk on user account management practices/updates

  • Monitor and assess stakeholder engagement and user adoption as new releases go-live

  • Related duties or special projects as assigned

     

    Desired Qualifications

  • 5-7 years of experience in Change Management and communications providing tactical execution of change strategies and communications plans following a structured change management methodology

  • Requires strong interpersonal skills coupled with experience working within a CMO or Project Management Office (PMO) type environment

  • Experience working in a federal IT related industry is a plus

  • Superior communication skills in working with technical and non-technical people and the ability to develop and maintain collaborative relationships among all levels of an organization and with customers in a fast-paced environment

  • Experience interfacing with government customers to understand, interpret, and analyze requirements

  • Demonstrates the ability to supervise and lead others

  • Must be capable of working in an environment that is demanding, and requires independent thinking, problem resolution and responsible actions with minimal direct oversight by senior management

  • Experience writing and delivering performance assessments and providing constructive feedback

  • Strong proven ability to use MS Office to create communications documents in MS Word, PowerPoint, and Excel

    Education/Certifications

  • Bachelor’s Degree in Communications or a related field, or Associate's Degree with10 years of experience may be substituted for the BA/BS or equivalent relevant experience

  • PMP Preferred
