NeighborWorks Umpqua (NWU) is a rural focused community development corporation working in Southern Oregon. We work to promote opportunity for all by developing, owning, and providing access to quality housing that is affordable, increasing access to capital to build household wealth, assets and expand homeownership, improve financial resilience, and support community-based economic development efforts.

NWU was founded over 30 years ago to develop quality affordable rental housing in response to a market that was not producing housing the community needed. Over the years, we have continued to develop housing, expanding into area of community development in response to gaps in the market. We are looking for a Housing Rehab Specialist that will be responsible for working with the Climate Resilience Team to manage the rehabilitation of single-family homes, ensuring projects are completed efficiently, within budget, and in compliance with all relevant regulations. This role involves direct interaction with homeowners, contractors, volunteers, and various stakeholders to facilitate and oversee the entire rehabilitation process, from initial assessment to project completion. The specialist guides homeowners through various stages of the rehabilitation process, from creating work scopes to selecting contractors and signing construction agreements. Key responsibilities include project management, site visits, energy audits, regulatory compliance, program support, documentation, and community outreach.

Essential Duties and Responsibilities

The essential functions include, but are not limited to the following :

  • Collaborate with homeowners to assess rehabilitation needs to develop comprehensive work scopes, identify contractors, draft working agreements.

  • Project management: oversee construction activities, process pay requests, review change orders.

  • Facilitate site visits to understand the scope of the work, observe work progress, and verify work completion.

  • Perform home energy audits

  • Ensure compliance with all relevant government regulations (local, state, federal)

  • Cross-train, learn, and understand all grant-led programs.

  • Work with the Climate Resilience Team to meet all department goals, expectations and responsibilities.

  • Use applicable software effectively – (Microsoft Teams, Excel, Counselor Max, etc.).

  • Maintain records as required.

  • Assist in the preparation of draw requests, program reporting, and grant writing.

  • Participate in community outreach.

    Additional Duties and Responsibilities

  • Prepare contractor pay requests, change orders, and closeout documents.

  • Verify the completeness of intake packets and verify eligibility for programs.

  • Work closely with the finance department to ensure appropriate compliance and reporting.

  • Create a customer service culture that achieves the following:

  • Program applicants are counseled through barriers to participation; steps are suggested that they can take to remedy their eligibility.

  • Help participants during the implementation phase to (1) encourage maximum participation, (2) resolve individual and group related problems, and (3) provide information on labor-saving and record keeping devices.

  • Participants are coached towards goal setting and pursuing future energy efficiency or wealth building opportunities.

  • Participants feel empowered to pursue future energy efficiency or wealth building opportunities.   

  • Other duties as assigned.

    Minimum Qualifications (Knowledge, Skills, and Abilities)

  • Proven experience in housing rehabilitation, construction management, planning, or related field; or Associate Degree in construction management, planning, or related field. (preferred)

  • Strong understanding of building codes, permit processes, and regulatory compliance. (preferred)

  • Excellent communication, interpersonal, organizational, and problem-solving skills.

  • Proficiency in Microsoft Office Suite and project management software.

  • Experience working directly with people from diverse racial, ethnic, and socioeconomic backgrounds.

  • A positive attitude with a growth mindset.

  • Demonstrates skill in understanding cultural differences.

  • Demonstrable writing and math skills

  • Excellent communication and organization skills,

  • Demonstrates support of a culture of diversity, equity, inclusion, and anti-oppression

  • Attention to detail.

  • Bilingual in English/Spanish or other languages is preferred.

While performing the duties of this job, the employee must occasionally lift and/or move up to 50 pounds, climb ladders, inspect roofs, attics, and under homes; handle tools; drive to and from sites; This position will include both construction site work (which may occur in inclement or hot weather), in-office activities, and volunteer supervision.
