THE POSITION

Full time exempt position. Includes excellent benefit package, including medical/vision/dental/long-term disability/basic life coverage and County-paid PERS retirement after required waiting periods.

Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only). Availability is subject to center waitlist.

Job Summary:

This position assumes management responsibility for the corrective and preventative maintenance staff and facility operations of the fair complex; prioritizes and coordinates maintenance staff activities; assists with food and beverage operations; determines priorities; participates in long-range preventative maintenance; and represents fairgrounds complex to contractors and vendors.

Essential Functions:

This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job.

  • Inspect fairground facility; assess needs; identify and prioritize work projects; evaluate needed materials and equipment; assign employees to project; ensure necessary materials and equipment is available.

  • Supervise operational staff; review daily activity; offer technical and physical assistance as needed and determine best solution when problems arise. Assume final accountability for work performed within the unit. Ensure work is in compliance with Oregon specialty code specifications. Responsible for selecting, training and evaluating staff. Interpret policy and procedure.

  • Manage staff and equipment and assure facility is ready for scheduled activities and events, which includes rodeo, horse shows, meetings, banquets, trade shows, racing, etc. Oversee and participate in set-up and tear down of tables, chairs and other equipment needs for events. Oversee and assist with outdoor grounds maintenance and/or other facility operations as may be assigned. Meet prospective tenants and show the facilities, determine event requirements, including setups (map drawings) and estimate labor charges for events.

  • Assist in annual budget preparation by preparing operational budget; monitor fiscal expenditures for building maintenance unit. Develop long-range preventative maintenance programs. Attend annual management workshop.

  • Determine future needs for equipment and supplies; write specifications and requisitions for supplies; obtain quotes, pricing, and general information.

  • Establish and maintain accurate record keeping as needed, including but not limited to, heavy equipment, vehicles, and rolling equipment maintenance and/or repair; building maintenance and/or repair; kitchen and/or banquet equipment; and grounds and facility maintenance and/or repair.

  • Represent facility to sales representatives, vendors, and users of facility.

  • Assist Food & Beverage Manager and all aspects of banquet and food/beverage concessions as needed, including but not limited to the serving of alcohol, food storage, staffing requirements and scheduling, and various kitchen equipment including but not limited to Smoker, Oven, Slicer, Mixer, and Dishwasher.

POSITION REQUIREMENTS

SKILLS/QUALIFICATIONS:

Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. However, the following is preferred:

  • Degree or equivalent license and/or certification in business management, large complex event centers, and/or building maintenance/construction plus at least four years progressively responsible work experience in event coordination and knowledge of preventative facility maintenance that includes supervision of staff and/or project management.

Required:

  • At time of appointment, must possess a valid Oregon Drivers License.

  • Must possess or have the ability to obtain within six months, an OLCC Servers Permit.

  • Regular and consistent attendance

Knowledge of: Considerable Knowledge of maintenance, materials, equipment, procedures, regulations, policies, and principles used in a large event setting, including but not limited to, corrective and preventative building and grounds maintenance, A/V & PA System Equipment, Security Camera installations, interior/exterior painting, irrigation and other grounds keeping systems, interior and exterior plumbing; vehicle and heavy equipment operation and maintenance; and food and beverage operations; reasonable knowledge of Oregon specialty codes that govern building construction.Skill in: determining corrective actions, performing mathematical computations and estimates; preparation and presentation of reports, budgets, and/or information.Ability to:Communicate effectively in both oral and written forms; read blueprints and layout sketches; determine time and materials for a given project; supervise fair maintenance functions and support staff and to establish and direct approved work and safety standards; make decisions independently in accordance with established policies and procedures, establish new policies when applicable, and use initiative and judgment in completing tasks and responsibilities; utilize problem identification and resolution techniques; remain calm and use good judgment during confrontational or high pressure situations; courteously meet and deal effectively with other employees, other agency representatives, boards, contractors, consultants, vendors, fair visitors and public.

SCREENING & EVALUATION

While not part of initial applicant screening, the finalist for this position may be required to pass a criminal history background check as part of a contingent offer of employment.

To determine if physically qualified to perform the essential functions, employment offer is conditional upon satisfactory results of a post-offer medical exam conducted at county expense.
