Health Resources and Services Administration Supervisory Management and Program Analyst - Division Director and Deputy Director - PD20R096/20R097 in Rockville, Maryland

Summary These positions are located in the Health Resources and Services Administration, Provider Relief Bureau in the following divisions: Division Director - Division of Program Operations Deputy Director - Division of Customer Support The duty location for these positions is in Rockville, MD and is not eligible for remote work. Responsibilities This position is a mission critical occupation for HRSA. This position is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. This position will be filled as a competitive temporary appointment not to exceed 1 year. The appointment may be extended for an additional 1 year and can be made permanent without further competition. This is a supervisory position, and the selectee may be required to serve a one-year supervisory probationary period. As the Supervisory Management and Program Analyst, you serve as the Division Director for the Division of Program Operations OR Deputy Director for the Division of Customer Support, your major duties and responsibilities include: Exercising delegated authority in providing leadership and guidance regarding the administrative and human resource management functions relative to the staff supervised. Participating fully with the Director in providing executive leadership for the Division staff, plan, execution, problem solving, delivery of outcomes, and integration/coordination with other Offices activities. Providing authoritative advice, recommendations and guidance to the Director and leadership on the appropriateness and direction of current program and policies and the need for policy or program changes. Serving as a principal advisor and consultant on broad issues by analyzing issues that arise from legislation, budget proposals, regulatory actions, and other program or policy actions. Developing, coordinating, and preparing reports, briefing papers and other documents for formal presentation. Supporting the Division Director in providing guidance and direction in the efforts of staff to develop and implement policy and program operations for the Provider Relief Fund and other programs administered by the Division including the evaluation and review of regulations, manuals, program guidance and memoranda, policy letters, and instructions for policy activity. QUALIFICATION REQUIREMENTS: MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. In order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Examples of minimum qualifying specialized experience include performing the following types of tasks on a regular and recurring basis: Supervising and managing administrative, technical, and operational functions, processes, and procedures for an office. AND Overseeing the conduct of qualitative and quantitative analyses of management and program operations processes, procedures, and systems in order to enhance an organization's ability to successfully accomplish its goals and objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
