Health Resources and Services Administration Supervisory IT Specialist, Project Manager PD24R159 - Health Systems Bureau in Rockville, Maryland

Summary This position is located in the Health Resources and Services Administration, Health Systems Bureau, Office of the Associate Administrator. The duty location is Rockville, MD. Responsibilities This position is a mission critical occupation and is responsible for the analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations. As a Supervisory IT Specialist and Project Manager, in the Office of Business Operations you will oversee and manage all phases of work performed in the office and provide day-to-day supervision of staff and oversight of contract staff. Your major duties and responsibilities include: Ensuring IT projects achieve HRSA and Bureau goals by leveraging the use of information systems and automation, enterprise architecture, artificial intelligence, and system security, in compliance with IT policies and procedures. Managing the IT governance processes and data management, developing contextual data with transactional data and understanding the needs of stakeholders. Overseeing the development, integration, deployment, and management of information systems used to conduct Bureau functions; evaluating the effectiveness and usability of those systems; and making recommendations for improvements. Analyzing the technical architecture and evaluating alternatives for strategic development. Providing information security oversight and governance to the Division's IT Investment Managers, Contracting Officer Representatives, and Information System Security Officers of the Bureau's IT investments, to establish and enforce policies and procedures used to ensure accountability and responsibility in all areas of IT management function. Identifying technologies and software development techniques that can be shared across IT systems within the bureau and across the agency. Coordinating and conducting governance and portfolio management activities associated with ensuring compliance within the enterprise architecture; and ensuring the rigorous application of information security/information assurance policies, principles, and practices to all Bureau-managed systems. QUALIFICATION REQUIREMENTS: To qualify for this position, you must possess IT related experience and/or training that demonstrates that you possess each of the following four competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the above OPM requirements, in order to qualify for these positions, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to the grade levels listed below in the federal service. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. In order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-14 level include performing the following types of tasks on a regular and recurring basis: Plan, design, and implement new or improved large scale information technology systems to meet the business requirements of the organization. AND Supervise staff, including prioritizing and assigning work, recommending professional development, evaluating, and addressing performance and/or conduct issues, etc. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. BUSINESS PROCESS REENGINEERING - Utilizes methods, metrics, tools, and techniques to analyze and design workflows and business processes within an organization to improve outcomes, customer service, decrease operating costs, increase efficiency and effectiveness of operations, etc. SYSTEMS LIFE CYCLE - Knowledge of systems life cycle management concepts used to plan, develop, implement, operate, and maintain information systems. PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring, and inspecting costs, work, and contractor performance.
