Nuclear Regulatory Commission Senior Project Manager (Government Wide) in Rockville, Maryland

Summary This position is located in the Office of the Chief Human Capital Officer (OCHCO), Division of Human Resources Operations and Policy, (HROP), Special Authorities and Advisory Services Branch (SAASB). The supervisor is Ann Dublin. This position is Non Bargaining Unit This position IS subject to Confidential Financial Disclosure reporting requirements. This position IS not subject to security ownership restriction reporting requirements Responsibilities As a Senior Project Manager, your typical work assignments may include: Advising and collaborating with program office personnel on defining requirements, planning, milestones, and developing project plans. Managing and providing program and project contract oversight, technical assistance, and advice. Reviewing project progress, measuring performance, taking corrective action, if necessary to maintain agreed-upon metrics and schedule. Creating and managing project budget ensuring the project doesn’t exceed the established budget. Communicate with stakeholders to ensure compliance and reporting requirements are completed accurately and timely. Preparing procurement plans, statement of work and proposals, policies, new and revised regulations, staff papers, and memoranda. Requirements Conditions of Employment U.S. Citizenship Required This is a Drug Testing position. Background investigation leading to a clearance is required for new hires. You must meet the qualifications for this position by no later than 30 calendar days after the closing date of this announcement and before placement in the position. Qualifications In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-13) in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following: 1. Expert knowledge of and ability to interpret Federal Acquisition Regulation (FAR), principles, policies and program requirements to plan, negotiate contract details, manage, and evaluate contract performance or to generate new procurement concepts. 2. Knowledge of and skilled in performing Project Management responsibilities managing agency-wide projects and programs. 3. Ability to communicate (both orally and in writing) with senior level management, other high level government officials within or outside the organization in a clear, concise, and logical manner. Examples may include writing management reports, position papers, proposals and recommendations, policies, procedures, guidelines, memoranda, and providing technical advice and guidance, conducting formal or informal meetings and presentations, performance reviews. 4. Skill in applying and ability to perform budget analysis, managing project and contract cost. Specialized experience is defined as that, which demonstrates you have experience performing all the following: Knowledge of and ability to interpret Federal Acquisition Regulation (FAR), principles, policies and program requirements to plan, negotiate contract details, manage, and evaluate contract performance or to generate new procurement concepts. Education This position does not have a positive education requirement. Additional Information The duty location of this position is Rockville, MD. In general, employees are expected to be in the office at a minimum of 4 days per pay period. Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
