Nuclear Regulatory Commission Senior Labor and Employee Relations Specialist in Rockville, Maryland

Summary This position is located in the Office of the Chief Human Capital Officer (OCHCO), Associate Director for HR Operations & Policy (ADHROP), Policy, Labor & Employee Relations Branch (PLERB). The supervisor is Bi Smith This position is Non Bargaining Unit and is not subject to Confidential Financial Disclosure and security ownership restriction reporting requirements. Responsibilities As a Senior Labor & Employee Relations Specialist, you will provide expert advice and assistance in the development, management and administration of the Agency's Labor-Management Relations, Employee Relations Programs. You will: Advise management on Agency obligations under Federal employment laws including but not limited to performance management, conduct, labor relations, and security-related actions. Review policy and proposed policy changes for compliance with employment law, rule, regulation (including executive orders) and collective bargaining agreement to ensure Agency compliance. Provide advice and counsel to management on performance management, conduct-based actions, and mixed claim cases involving EEO and/or reasonable accommodation matters. Represent the NRC at grievance meetings, oral replies, EEO investigations, etc. As appropriate, conducts inquiries under the agency’s anti-harassment policy and other programs. Negotiate policy changes and engage in collective bargaining with the Union Requirements Conditions of Employment U.S. Citizenship Required This is a Drug Testing position. Background investigation leading to a clearance is required for new hires. You must meet the qualifications for this position by no later than 30 calendar days after the closing date of this announcement and before placement in the position. Qualifications In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following: Extensive knowledge and understanding of Federal labor-management and employee relations law including knowledge of current issues, such as executive orders and EEOC, FLRA, and MSPB decisions. Demonstrated ability to evaluate and advocate positions against existing policies regarding employment matters and to present solutions for implementation. Skill in consensus building and facilitating difficult discussions with multiple parties who often have conflicting interests and/or competing priorities. Knowledge of employee and labor relations law and the ability to apply employee and labor relations practices in the resolution of sensitive management problems. Demonstrated strong oral and written communications by serving as the agency representative at grievances, inquiries, and administrative hearings (e.g. EEOC, MSPB, and arbitration). Ability to evaluate proposed changes to working conditions and determine any negotiability requirements and as necessary, serve notice. Ability to conduct management inquiries regarding claims of harassment and/or other misconduct to determine policy violations. SPECIALIZED EXPERIENCE is defined as: Labor and employment law experience; served as agency counsel or advisor to management regarding employment matters; processed unfair labor practices, grievances, arbitrations, and EEO or harassment claims; drafted disciplinary and/or adverse actions on behalf of management, including actions related to security decisions; researched employee relations issues and produced written guidance on behalf of management; testified at hearings, arbitrations and/or served as the agency representative at hearings and/or arbitrations; designed and conducted management inquiries and issued findings decisions; designed and conducted training on employee and relations issues A description of how you possess the specialized experience as well as how you meet the qualifications desired in an ideal candidate should be addressed in your resume. Education Additional Information The duty location of this position is Rockville, Maryland. In general, employees are expected to be in the office at a minimum of 4 days per pay period**. Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
