This position IS not subject to security ownership restriction reporting requirements Responsibilities Serves as the Protocol Officer in the Office of Congressional Affairs and is responsible for formulating internal protocol policies and procedures for the effective handling of distinguished visitors to the Agency. The incumbent (1) plans and executes detailed programs for Members of Congress, officials from other Federal departments and non-governmental officials, and other distinguished guests visiting the Commission, (2) advises and assists the Commission with protocol matters, (3) develops internal protocol policies and procedures for the effective handling of distinguished visitors, (4) plans, coordinates, and oversees conferences hosted by the agency, (5) makes all arrangements associated with conferences, meetings, and events including the agenda, social functions, official photos, escorts, and refreshments, and (6) greets and escorts distinguished visitors through their visit or arranges for suitable escorts. Requirements Conditions of Employment U.S. Citizenship Required This is a Drug Testing position. Background investigation leading to a clearance is required for new hires. You must meet the qualifications for this position by no later than 30 calendar days after the closing date of this announcement and before placement in the position. Qualifications In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as working experience that includes the following: GG-11: Specialized experience equivalent to the next lower grade (GS-9) is defined as general knowledge and/or experience in at least one or more of the following: Demonstrated coordination of projects with multiple tasks anticipating issues before they arise. Assisted in development of procedures and standards for protocol functions. Interacted with various levels of staff, high level officials, CEOs, Congressional Members and members of their staff. GG-12: Specialized experience equivalent to the next lower grade (GS-11) is defined as thorough knowledge of and/or experience in at least one or more of the following: Demonstrated coordination of projects with multiple tasks anticipating issues before they arise. Assisted in development of procedures and standards for protocol functions. Interacted with various levels of staff, high level officials, CEOs, Congressional Members and members of their staff. GG-13: Specialized experience equivalent to the next lower grade (GS-12) is defined as substantial knowledge of and/or experience in at least one or more of the following: Demonstrated coordination of projects with multiple tasks anticipating issues before they arise. Assisted in development of procedures and standards for protocol functions. Interacted with various levels of staff, high level officials, CEOs, Congressional Members and members of their staff. The ideal candidate will be able to demonstrate the following: 1. Demonstrated expert knowledge of policies, procedures, and practices pertaining to protocol, conference planning and management in coordinating large events with multiple tasks, interacting with various staff levels. Comprehensive knowledge of the NRC’s organization, programs, polices, and operations to assure their full consideration and utilization in the planning of events. (Example: Describe types of events you have been responsible for coordinating. Describe your level of involvement, detail responsibilities and interaction with various NRC staff. Outline of your involvement in event from conception to execution.). 2. Demonstrated expert ability to interact tactfully and professionally with all levels of government, industry officials and personnel. Demonstrated ability to skillfully negotiate under difficult circumstances, make sound judgements under time constraints, and to effectively communicate. (Example: Describe level of individuals you interact with on a daily basis and how you communicate. Provide examples of an event that required you to work with various team members in a stressful situation. Outline your areas of responsibility and describe your interaction with a team, provide specific examples) 3. Demonstrate knowledge of protocol standards and practices, precedence, national, military, and international diplomatic customs, courtesies, and etiquette, flag etiquette, and execution of large conferences, meetings and visits of dignitaries. (Example: Provide specific examples of the types of events you have planned and executed. Include your understanding of proper protocol and how this effected the planning of the event.) 4. Demonstrate the ability to be flexible in a fast-paced environment with constantly changing requirements and deadlines. Ability to solve complex issues in a timely manner. (Example: Provide specific examples of your ability to problem solve and make last minute decisions, independently, in dealing with issues that required quick action. Explain the issue, potential outcome, and final result based on your decisions. Give examples of situations that required using tack and diplomacy to reach an outcome.) 5. Demonstrate your knowledge and experience with appropriations law to properly manage appropriated funds. (Example: Provide examples of your knowledge and use of appropriated funding.) Education Additional Information The duty location of this position is (Rockville, MD). In general, employees are expected to be in the office at a minimum of 4 days per pay period**. Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
