Summary This position is located in the Health Resources and Services Administration, Office of the Administrator, Office of Communications. The duty location for this position is in Rockville, MD and is not eligible for remote work. Responsibilities This position is a mission critical occupation and is responsible for the analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations. Major Duties As an Information Technology Specialist (INET) your major duties and responsibilities include: Leading back-end Drupal developer and technical expert responsible for designing, developing, and maintaining digital applications to improve HRSA's websites, digital environment, and system architecture. Overseeing and managing projects related to the web and application development work by OC's digital support contractor. Serving as HRSA's primary expert on complex technical matters concerning web, web apps, and other software applications. Serving as the primary point of contact for the HRSA and HHS security teams; works with the Information Systems Security Officer (ISSO) for the OC Production System and the HHS ASPA ISSO to ensure compliance with security standards. To qualify for this position, you must possess IT related experience and/or training that demonstrates that you possess each of the following four competencies: 1. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Quality Ranking Factor(s): Quality Ranking factors are knowledge, skills, or abilities that are highly desired by the hiring manager, though not required. Applicants who certify that they have obtained Drupal 10 certification will be ranked higher than applicants who have not obtained the certification. Applicants must certify they have obtained the certificate in the application questionnaire AND upload proof of certification in the Supporting Documents section of the online application, in order to obtain credit for possession of the QRF (Quality Ranking Factor). Applicants who have not obtained the certificate(s) will not be rated ineligible solely due to failure to possess the QRF. AND In addition to the above OPM requirements, in order to qualify for these positions, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to the grade levels listed below in the federal service. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-14: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis: Developing, and executing custom modules and applications that serve multiple platforms (web, mobile, tablets) to create content for an organization. AND Ensuring compliance with information systems security requirements, processes and guidelines to protect an organization's web content. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. WEB DEVELOPMENT - Knowledge of creating, building, and maintaining websites and web applications that run online on a browser. INFORMATION SYSTEMS SECURITY - Ensures the confidentiality, integrity, availability, reliability, and non-repudiation of the organization's information contained in and transmitted from systems and networks by implementing security laws, regulations, policies, standards, and control techniques. PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
