Health Resources and Services Administration Director, Office of Budget and Finance in Rockville, Maryland

Summary This position is in the Senior Executive Service (SES), a small elite group of senior government leaders who possess a diverse portfolio of experience and the strong skills required to lead across organizations. This position is located in the Health Resources and Services Administration, Office of Operations (OO) in the Office of Budget and Finance (OBF) in Rockville, Maryland. Responsibilities The Director, Office of Budget and Finance oversees HRSA's extensive budget ($4B in FY24) ensuring that the agency can fulfill its mission to expand access to health care services in the communities that need them most; promote the well-being of the health workforce; reduce maternal mortality; invest in rural health; and increase access to behavioral health care by efficiently managing its financial resources. The Director, Office of Budget and Finance, at the Health Resources and Services Administration (HRSA) plays a pivotal role in the financial management and strategic planning of the agency's resources to support its public health missions. The OBF Director is crucial in ensuring that HRSA has the financial resources necessary to expand access to health care services in the communities that need them most; promote the well-being of the health workforce; reduce maternal mortality; invest in rural health; and increase access to behavioral health care. Specifically, the Director, Office of Budget, and Finance: Leads the development of HRSA's budget, aligning financial resources with the agency's strategic priorities and objectives. This involves understanding and forecasting health services needs and ensuring that the budget supports the agency's goals to expand health care services. Acts as a primary liaison with the Department of Health and Human Services (HHS), the Office of Management and Budget (OMB), and Congressional appropriations committees, to discuss budgetary needs, defend budget requests, and ensure the HRSA's financial interests are represented and supported. Prepares and presenting the annual budget requests for HRSA, which includes justifying the allocation of funds to various programs and initiatives based on their importance and effectiveness in addressing public health needs. Conducts detailed financial analyses to assess the cost-effectiveness and efficiency of HRSA programs. This includes overseeing the budget execution to ensure that spending aligns with approved budgets and identifying areas where financial performance can be improved. Conducts internal control assessments, improper payment reviews, and data visualization analyses to reduce risk and promote strong financial management practices. Makes decisions on the allocation of resources to ensure that funds are used efficiently and effectively to address the most pressing needs of vulnerable populations. Provides leadership and guidance to HRSA program areas on budgetary and financial management matters, including advising on financial planning, resource allocation, and cost-saving measures. The Director also leads the budget office staff to ensure high performance and compliance with all legal and regulatory requirements. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): This position also requires that you possess MTQs that represent knowledge, skills, and abilities essential for success in this role. The following must be evident in your resume. Demonstrated Senior-level experience in developing and interpreting budgetary guidelines, policies, legislation, and regulations covering the financial management operations for a major and/or national program. Demonstrated executive experience communicating effectively on complex budget policy and technical issues to clearly represent the position of diverse groups involved in the budget process. Comprehensive and substantial knowledge of the Federal budget processes from appropriations through expenditures including the roles of OMB and Congressional Committees. Demonstrated skill in addressing and resolving complex and sensitive budget and/or financial management issues. Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has previously been served. Selected candidate is required to file a SF-278, Public Financial Disclosure Report within 30 days after his/her appointment, in accordance with the Ethics in Government Act of 1978.
