Northrop Grumman Defense Systems is seeking a highly qualified International Trade Compliance Manager 2 to join the NGDS International Trade Compliance (ITC) team for oversight of a portfolio of programs within the Missile Products Business Unit. This position reports to the Missile Products Business Unit ITC Manager. This position can be based out of Rocket Center, WV, Radford, VA, McLean, VA or Linthicum, MD. This position can also be based out of another Northrop Grumman location or be filled as a teleworker with 15% travel.

Responsibilities include:

  • Develops licensing strategies, export authorizations, training, and guidance based upon knowledge of the U.S. export regulations and implementation of Northrop Grumman policies and procedures.

  • Creates and reviews brokering authorization, export and temporary import license, export and import permit and agreement applications in compliance with applicable U.S. government laws and regulations.

  • Ensures compliance with business processes for submitting to and obtaining from the U.S. government all necessary brokering authorizations, export and import licenses, permits, and certifications.

  • Executes operational processes for assuring trade compliance through gate reviews of technical data, foreign travel, foreign visits, and export and import shipments.

  • Responsible for commodity jurisdiction and classification determinations.

  • Maintains awareness of changing export control laws and regulations and provides analysis regarding applicability and impact to company products and technologies, as well as existing company export policies and procedures.

  • Serves as a subject matter expert to support training and education on brokering and export related matters.

  • Engages with critical functions that are key stakeholders in driving export/import compliance.

  • Interacts with senior internal and external personnel on significant and sensitive matters.

  • Supports law department in investigating and resolving compliance problems, questions, or complaints.

  • Maintains applicable trade compliance records in accordance with regulatory requirements.

  • Supervises Trade Compliance Analyst(s), as assigned.

  • Effective liaison between business unit program and brokering authorization/export and import licensing/permit personnel and U.S. Government authorization/license/permit reviewers.

  • As an integral member of Export Import Management team, may perform other duties on a collateral basis as assigned by their manager, to include leading various Northrop Grumman process improvement projects and/or participation in sector and enterprise projects including digital transformation, general awareness and other sector and company initiatives.

Basic Qualifications:

  • Must have a high school diploma or GED with a minimum of GED with a minimum of 14 years of international trade compliance experience.

  • Will also consider:

  • Bachelor's degree in business, finance, or a related discipline with a minimum of 10 years of international trade compliance experience, or

  • Master's degree in business, finance, or a related discipline with a minimum of 8 years of international trade compliance experience

  • Proficiency in the BATFE, ITAR, EAR and Customs requirements

  • Proficient in assessment and application of export and import regulations, to include brokering, and commodity jurisdiction and classification determinations.

  • Must have or be able to obtain and maintain a U.S. Department of Defense (DoD) Secret security clearance.

  • Must be able to effectively interface with all levels of management.

  • Must be able to travel as needed (up to 15% of the time)

  • Experience in training large, diverse groups on various export related issues matters.

  • A self-motivated and results-oriented individual with ability to pay attention to detail, prioritize and make independent decisions.

  • Demonstrated ability to influence others to achieve goals in a Matrix Organization.

  • Strong commitment to integrity and professionalism.

Preferred Qualifications:

  • Experience with OCR EASE Software

  • Active DoD Secret security clearance

Salary Range: $108,400 - $188,300

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
