This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Position is filled at the Joint Manufacturing & Technology Center. (JMTC) Responsibilities Applies professional accounting practices, methods, and procedures in the examination and analysis of regulations, laws, directives, ledgers, journals, accounts, and related transactions. Reviews and prepares Defense Travel System (DTS) Financial authorizations and vouchers for employees. Serves as primary point of control for maintenance and improvement of the process cost system. Recommends changes in procedures to the Defense Finance Accounting Service (DFAS) Develops standard labor rates and determines the leave and fringe benefit rate year. Establishes procedures for analyzing gain or loss on customer orders. Researches the cause of variance of actual costs from the Internal Operating Budget (IOB). These duties are described at the full performance level (GS-11). The GS-05, GS-7 and GS-9 are developmental leading to such performance. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Positive Education Requirement: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the Positive Education Requirement the applicants must also meet the specialized experience of the position. Specialized experience at GS-05: Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: Assisting in reviewing financial laws, rules, and/or policies; and assisting in developing financial spreadsheets and/or charts using computer software programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-04). OR Education Substitution at GS-05: Bachelor's degree in accounting, or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of Education and Experience at GS-05: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. Specialized experience at GS-07: Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: Assisting and interpreting accounting management policies; Developing financial spreadsheets and/or charts using computer software program; Providing assistance on reviews of accounting/operational functions; Assisting senior accountant in resolving accounting issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education Substitution at GS-07: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Administration, Finance, or Public administration. OR Superior Academic Achievement at GS-07. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achshonor.org/). OR Combination of Education and Experience at GS-07: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. Specialized experience at GS-09: Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: Assisting and interpreting cost accounting data; Utilizing multiple automated and/or accounting systems to complete tasks; Assisting various customers with accounting advice and policy assistance; and reviewing financial documents for regulatory requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education Substitution at GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Administration, Finance, or Public administration. OR Combination of Education and Experience at GS-09: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Education Specialized experience at GS-11: Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: Independently collect cost data for financial statements and/or reports; Utilizing various automated and/or accounting systems to ensure systems are operating as intended; Conducting reviews of financial documents for program managers; and analyzing financial documents for regulatory policy requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education Substitution at GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Administration, Finance, or Public administration. OR Combination of Education and Experience at GS-11: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
