General Description

This is a professional administrative position involving responsibility for planning, developing, and coordinating various capital improvement and special projects. The employee works under the general supervision of the unit head for which they are assigned. The incumbent may supervise or lead other staff. Related work is performed as required.

Typical Work Activities

  • Lead and support the development and implementation of the department’s variety of capital improvement and special projects, which could include construction, compliance, technology, and strategic planning, plus city and community committees and task forces;

  • Represent the department in coordinating multiple complex enterprise projects and activities requiring cooperation between multiple City departments, community organizations, advocacy groups, other levels of government, and concerned citizens;

  • Lead professional project management activities applying a wide range of specialized knowledge, skills, tools, and techniques to direct and coordinate human and material resources at all phases of a project;

  • Manage conflicting requirements and minimize potential risks to achieve a satisfactory result for project stakeholders and sponsor, while staying within budget, scope, timeline, and quality standards.;

  • Create and manage project estimates and budgets using enterprise-wide budget and finance planning and tracking software and tools;

  • Manage and train clerical and professional staff members in the department, cross-departmental project teams, and participating contractors or vendors;

  • Develop and administer project, grant, and procurement proposals and contracts;

  • Serve on the Department’s Leadership Team;

  • Plan, develop, and prepare proposals for policy initiatives consistent with the concerns and commitments expressed by the Commissioner;

  • Represent the City at public presentations and meetings to explain City positions relative to programs, policies, procedures, or pending plans;

Minimum Qualifications

High School Diploma or Equivalent, PLUS:

  • Master’s degree* in Public Administration, Business Administration, Public Policy Analysis, or related field AND one (1) year of project management experience PLUS 1 year of supervisory experience;

OR

  • Bachelor’s degree* AND PMP Certification AND two (2) years of experience as defined in section A. PLUS one (1) year of supervisory experience;

OR

  • Bachelor’s degree* and four (4) years of experience as defined in section A. PLUS one (1) year of supervisory experience.

SPECIAL REQUIREMENTS:

  • A valid New York State Class D Driver’s License at time of the appointment. This licensure must be maintained throughout employment in this job.

  • Car available for daily use.

    • Candidates who expect to receive this degree or diploma by August 1, 2025, may participate in the examination. If successful on the examination, you will not be certified for appointment until you have submitted proof of completion of the requirements to the City of Rochester Examination Administration unit. Proof must be submitted no later than 2 (two) months after the completion of your degree or diploma; failure to do so will result in removal of your name from this list.

Exam Information

Scopes/Subjects of Examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Preparing Written Material: These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

Understanding and Interpreting Written Material: These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

Understanding and Interpreting Tabular Material: These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.

Evaluating Conclusions in Light of Known Facts: These questions will consist of a set of facts and a conclusion. You must decide if the conclusion is proved by the facts, disproved by the facts or if the facts are not sufficient to prove or disprove the conclusion. The questions will not be specific to a particular field.

  • The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication 'General Guide to Written Tests' helpful in preparing for this test. This publication is available on line at: https://www.cs.ny.gov/testing/testguides.cfm.

  • The Central Library of Rochester and Monroe County May have exam-related material, as well as, other branches.
