University of Rochester Manager, Medical Lab, CoreLab in Rochester, New York

GENERAL PURPOSE:

Under close direction of the section Technical Manager and/or Laboratory Medical Director, and under general direction of the Laboratory Assistant Director of Operations, the Laboratory Manager is responsible for overseeing the efficient operation of the lab section or unit(s) to assure prompt reporting of laboratory results. Additionally, they will assure that instrumentation, equipment and supplies are kept in good working order and enforce laboratory policy in relation to: standardized methods of assay, quality, schedules, safety, professional conduct, evaluation and reporting of laboratory results, preventive maintenance procedures and records, and laboratory housekeeping.

This position requires flexibility in availability and considerable latitude for independence. With direction from leadership, will follow all appropriate regulatory requirements and coordinate with all entities (internal and external) to provide the highest level of testing.

As a core member of the technical staff, this position will perform all duties of assistant supervisor as needed and will adhere to all hospital and laboratory policies. Communicates with internal and external clients clearly and professionally.

RESPONSIBILITIES:

Administration / Leadership

  • Available 24 hours, 7 days per week to provide on-call supervisory and technical support, shared with assistant supervisor and directors.

  • Translates federal, state, accrediting body, institutional, and departmental policies into effective section procedures. Communicates policies effectively.

  • Together with section faculty, develops goals and objectives for section that are in alignment with departmental goals.

  • Oversees compliance with and effectiveness of departmental and section procedures; recommends revision as needed.

  • Oversees work of assistant supervisor.

  • Participates in laboratory and section management meetings and conducts regular staff meetings; follows up on issues and responds to inquiries in a timely fashion.

  • Coordinates and consults with other section supervisors to insure integration and synchronization of various laboratory operations. Supports strategic initiatives.

Operational Management / Technical Performance / Clinical Review

  • Responsible for preliminary or final sign off of test results, depending on complexity.

  • Participates in process development and monitors the efficient operation of the laboratory to assure prompt reporting of results within defined laboratory reporting parameters.

  • Ensures continual compliance with all regulatory requirements and agencies. Ensures ongoing compliance and adequate documentation.

  • Provides daily operational direction and technical guidance to staff through work assignments.

  • Participates in the development of instructional and training protocols.

  • Confers with Laboratory Director (faculty) concerning laboratory testing and operations.

  • Keeps abreast of current advances in the field and acts to evaluate and implement changes as appropriate.

  • Ensures adequacy of laboratory supplies through an effective inventory management system.

  • Ensures adequacy of instrument performance, including preventative maintenance.

  • Ensures compliance with safety, infection control, and housekeeping policies.

Quality

  • Participates in the development and administration of an effective Quality Assurance program measuring the critical aspects of service. Monitors and evaluates results of program, adequacy of indicators, and implements improvement actions.

  • Participates in the design, oversight, and monitoring of the laboratory Quality Control program to assure accurate reporting of results.

  • Responsible for working with ASHI and NYS inspectors for planned and unannounced inspections as well as Lab Medicine tracer audits.

  • Responsible for ASHI Proficiency Testing Program testing and results reporting.

  • Proactively seeks information to improve work processes; researches and implements solutions to problems in a timely manner.

  • Fosters an environment of teamwork and doing it right the first time.

Personnel Management

  • Accountable for technical and professional performance of all section employees.

  • Oversees performance evaluation and competency assessment processes; insures fair and accurate evaluation following laboratory standards of performance. Provides counseling and constructive feedback for employee development.

  • Directly supervises assigned section staff, including performance evaluations and actions.

  • Appropriately following Human Resource policies, recommends actions as to hiring, transfer, promotion, disciplinary action, and termination. Interviews candidates.

  • Accountable for laboratory staffing including adequacy and equity of scheduling and training.

  • Participates in the administration of the section Wage and Salary program, insuring equity, and appropriateness of salary according to performance standards.

  • Sets and models standards of behavior creating an atmosphere of teamwork and respect.

  • Participates in the development and maintenance of accurate and appropriate job descriptions.

Financial Performance

  • Reviews and releases all lab billing from HLA laboratory information system (HistoTrac). Manually generates billing for transplant donor testing.

  • Reviews assigned section's business reports for accuracy and initiates corrections. Completes responses by stated deadlines.

  • Evaluates impact of testing volume changes and recommends budget adjustments as appropriate.

  • Participates in the development of the annual section operational budget.

  • Participates in the development of the annual section capital budget.

  • Understands financial impact of operational decisions.

  • Manages section manpower by ensuring the productive use of staff and setting limits for overtime (monitors usage).

  • Oversees and directs section purchasing activities. Identifies and implements opportunities for reducing expenses and improving the efficiency of the process.

  • Manages operational budget by appropriate use of subcodes, budget distribution across subcodes, and management of expenses to meet section budget.

Other duties as assigned

QUALIFICATIONS:

  • Master's degree in Medical Technology, Chemistry, Microbiology, Biochemistry, Serology, or equivalent sub-specialty certification; or Bachelor's degree in any of the above disciplines in clinical laboratory science or related field; or an equivalent combination of education and experience required.

  • At least four years’ experience as a Clinical Laboratory Technologist with three years in human immunogenetics, human histocompatibility and/or human transplantation immunology testing under the supervision of a director and/or technical supervisor of a laboratory accredited by the American Society for Histocompatibility and Immunogenetics (ASHI) or an equivalent ASHI accreditation review board-approved laboratory required.

  • NYS Licensure as a Clinical Laboratory Technologist required.

  • Credentialing by the American Board of Histocompatibility and Immunogenetics as a Certified Histocompatibility Technologist (CHT) or Certified Histocompatibility Specialist (CHS) certification preferred.

Pay Range

Pay Range: $94,744 - $142,106 Annually

The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job’s compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.
