Rochester Housing Authority Director of Development & Capital Projects in Rochester, New York

TYPICAL WORK ACTIVITIES:

Manages the operation of the Property Development, Capital Projects, and Inspections Departments, including establishing priorities and procedures, determining organizational structure, and assigning and reviewing the work of each Department; Provides direction to managers regarding the acquisition, rehabilitation, and disposition of properties; the administration of the Capital Funds Program; and technical support for property rehabilitation and demolition; Develops and directs the development and implementation of programs and projects consistent with established goals and policies; Recommends new and revised policies to address Departmental activities; Meets with RHA staff, residents, community groups, neighborhood associations and the general public to explain programs and policies, to discuss concerns about RHA activities and programs, and to resolve problems; Directs the selection, training, assignment and evaluation of Departmental personnel; Prepares annual budget for assigned Departments and maintains budget controls; Negotiates contracts for professional services and determines appropriate level of financial assistance to facilitate development.

ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of the principles and practices of public administration; Knowledge of the principles and practices of housing and real estate development; Knowledge of the organization and functions of municipal government as it relates to planning activities; Knowledge of the principles and practices of housing development and rehabilitation; Knowledge of the principles and practices of construction; Oral and written communication skills; Ability to interpret building codes, laws, rules, regulations, and policies for staff and the general public; Ability to evaluate programs and program components to determine effectiveness and identify problem areas;

MINIMUM QUALIFICATIONS:

High School Diploma or G.E.D AND:

A. Master's in Public Administration, City Planning, Real Estate Development or related field and four (4) years of experience planning, and implementing programs that focus on the development and redevelopment of an urban community, two years of which must have been as a program manager involving supervision of subordinate staff in services to the public;

OR

B. Bachelor's degree in Public Administration, City Planning, or Real Estate Development, and five (5) years of experience as described in section A, three (3) of which were as program or service manager as described in section A;

OR

C. Bachelor's degree and seven (7) years of experience as described in A, four (4) of which were as program or service manager as described in section A;

OR

D. Nine (9) years of experience as described in A, five (5) of which were as program or service manager as described in section A.
