Contract Coordinator

Monroe County Office of Mental Health

Rochester, New York [Hybrid]

FULL-TIME, Nonexempt : 40 hours

Coordinated Care Services Inc (CCSI) (https://positions.paylocity.com/PositionManagement/wizard/2033539) seeks a talentedContract Coordinatorto contribute their expertise in providing essential business services to our provider organizations and customers. TheContract Coordinatoris assigned to provide quality management and program monitoring.

CCSI is contracted by Monroe County Office of Mental Health (MCOMH) to provide program management services, including specialized staffing.

Specific Responsibilities Include:

Provider Contract/Quality Monitoring

  • Act as primary interface with on or around fifty assigned programs/agencies to monitor contract quality on behalf of MCOMH.

  • Support annual provider contracting process, verifying providing deliverables, and ensuring required documents are present and monitored as appropriate.

  • Perform ongoing tracking and monitoring of provider contract deliverables throughout the year; follow up with contract agencies to resolve questions or issues.

  • Assist with the development and review of financial deliverables.

  • Support ongoing efforts to advance the provider contracting process, consistent with system transformation and county goals.

Program Monitoring and Management

  • Review routine performance reports to provide visibility over critical systems/ programmatic issues and monitor performance. Communicate performance issues to MCOMH leadership and collaborate with other MCOMH and provider staff to develop plans to address performance concerns. Provide technical assistance to contract agencies as appropriate.

  • Conduct focused program site visits by priorities set forth by MCOMH. Attend and report on certification and site visits conducted by other regulatory bodies.

  • Collaborate with MCOMH data staff to manage performance data and generate meaningful reports to assist with system monitoring and service planning. Support efforts of MCOMH to take best advantage of local and State data to inform future contracting cycles, as well as system-level planning and decision-making.

  • Collaborate with MCOMH Financial Services staff to monitor and evaluate programs to ensure compliance with local, state and federal control points.

  • Support other MCOMH projects and initiatives as requested.

  • Collaborate with MCOMH and Monroe County Purchasing Department to develop Requests for Proposal (RFPs) for new and existing services; serve as subject matter expert as needed.

  • Support providers by collecting and analyzing performance data, convening regular administrative meetings, providing technical assistance, and ensuring contracts are properly executed.

  • Monitor regulatory compliance in collaboration with the NYS Office of Addiction Services and Supports (OASAS), NYS Office of Mental Health (MCOMH), and NYS Office for People With Developmental Disabilities (OPWDD).

  • Develop/improve surveys, care management chart review tools/procedures, and data collection forms, collaborating with providers to ensure data is meaningful and aligned with EMRs.

  • Collect and analyze data from various in-house contract management systems and NYS systems (e.g. OASAS’s WITNYS, County Planning System, and Client Data Systems; OMH’s CAIRS and CFR’s) and ClearPoint.

  • Assist provider agencies with implementing NYS Medicaid Redesign initiatives (CFTSS, HCBS, and VBP) to assist in program sustainability, especially as it relates to data infrastructure, reimbursement/fiscal viability, and workforce challenges.

  • Analyze performance, financial, and local system data to identify challenges and opportunities in the Monroe County service array and to inform program implementation.

  • Collaborate with Monroe County Single Point of Access (SPOA) to redesign programs and procedures in response to system changes

  • Write Request for Proposals, program expectations, and contract terms

  • Perform other related duties as assigned.

Requirements

  • Bachelor’s Degree in human services-related field with working experience in behavioral health system or equivalent education and work experience (see CCSI's equivalency chart).

  • Experience and comfort reviewing and summarizing various data sources and reports.

Additional Requirements

  • Satisfactory completion of all required background screenings.
