Salary Range: $50,000 - $55,000

Summary of Responsibilities:

Under the direction of the Energy Conservation Department Program Director (ECP), the Construction Manager assists in providing management oversight for a variety of project phases implemented by the ECP department and staff. This position works with the ECP staff and assigned work teams in satisfactorily completing restoration and weatherization projects in varied housing units and dwellings. With a focus on American Rescue Plan (ARPA) projects, this position is responsible for the coordination of all phases of sub-contractor projects including coordinating subcontractors, materials, equipment, etc.; pre and post project inspections; and provides oversight of ECP’s bidding process activities. The Construction Manager also assumes responsibility for the daily construction and installation related activities and operations on job sites including production goals, quality control, and safety; and provides assurance in efficiently meeting production and economic goals.

Duties of the Construction Manager includes: Provides technical assistance and consults in the coordination, planning, and implementation of construction and weatherization related projects and tasks; assists in assessing project completion needs such as cost analysis, resources, schedules, timelines, permits, staff, training, and related logistics; promotes risk-management activities; shares and monitors project plans and status through regular meetings and communications; interprets expectations, blueprints, project codes, and safety guidelines to staff and vendors and consumers; conducts unit inspections to ensure compliance to quality standards and legal guidelines; tracks labor and materials and maintains an information data base system and records; coordinates bidding process including vendor identification, negotiations, contract development & management; conducts internal and external investigations; and coordinates site audits and monitoring reviews.

The Construction Manager works to assure compliance to work and safety performance standards; adherence to certification guidelines established by the Division of Housing and Community Renewal; and monitoring of program contract requirements, through formal inspections and the enforcement of quality control measures. The Construction Manager applies professional expertise and knowledge in increasing awareness, providing services, and advocating for energy efficient and cost saving practices, throughout the Greater Rochester area.

Qualifications and Education and Experience:

The requirements listed below are representative of the knowledge, skills, and or abilities required to perform this job successfully or to perform each essential duty satisfactorily; this list should include level of education, years of experience, certifications or licenses required, specific skills needed, and level of competency required for PC applications and those required or preferred for other software or programs, etc. There are also general requirements for every position pertaining to level of physical ability required to perform the essential functions of the position.

  • Education: Associates Degree required in Construction and Housing Management, Building Science and Preservation and Conservation, Architecture, or related discipline. The equivalent combination of education (H.S. Diploma and equivalent is required) and experience will be considered.

  • Must possess current and valid credentials including: 10 Hrs. OSHA Safety Training. Must be willing to obtain and maintain recommended and approved coursework and training and certifications to enhance the job duties.

  • Experience: Minimum of four (4) years of work experience required in all phases residential or commercial construction, renovation, or remodeling work including: electrical, plumbing, heating, carpentry work, and general building trades. Requires a minimum of two (2) years’ experience in a management and supervisory and leadership role. Direct experience conducting and or participating in residential and facility and building inspections and audits, including energy conservation and weatherization audits, is required.

  • Requires strong organizational, administrative, analytical, negotiations, critical -thinking, and problem-solving skills. Must have good math aptitude; and the ability to use applied mathematics and standard measuring methods in calculating and confirming construction dimensions. Must be attentive to details and have good time management skills.

  • Requires extensive skills and knowledge of facility and residential construction, renovation, inspection techniques, methods, and professional standards used in the building and construction trade, especially regarding weatherization and insulation procedures. Must have experience using diagnostic equipment to complete inspections, projects, and related tasks. Requires the ability to investigate incidents and accidents; to identify waste and safety risks and offer risk reduction strategies; and the ability to complete and review safety and incident reports.

  • Must have strong planning and project and task management skills. Requires knowledgeable of all phases of the project management life cycle, and processes used in completing production tasks. Requires experience in identifying production goals and standards including setting objectives, timeframes, budgetary forecast, maintaining proper communications, etc. Requires the ability to assist in developing project strategy plans based on research, data and financial analysis, and logical approaches in construction and building projects and tasks.

  • Requires strong knowledge of building and construction terms and standard procedures; and experience working with standardized equipment and tools and supplies. Must be able to read, write, and comprehend work scopes and orders for projects, blueprints, and anticipate related logistics. Must be able to assess substandard conditions in buildings and provide input into home assessment findings and project plans.

  • Requires a strong functional knowledge of standard housing and construction compliance standards; applicable building codes, ordinances, legal compliances, and mandates, permits, etc. related to construction and weatherization. Must be knowledgeable of equipment and supply selections, inventories, and inspections to ensure proper purchases, working order, and maintenance practices.

  • Must demonstrate experience and competency levels in areas including plumbing, electrical, heating, carpentry, mechanical inspection, and or other related specialty skill areas.

  • Requires knowledge and familiarity specifically with current energy efficiency and insulation measures including practices, procedures, standards, terms, diagnostic testing and related equipment and tools and supplies used. Experience collecting and assessing data related to energy consumption levels is required; ability to quantify energy usage, establish baselines for energy consumption, identify and recommend energy saving measures, energy efficient technologies and alternate energy sources is preferred.

  • Requires excellent communication skills, oral & written. Experience in preparing, interpreting, and disseminating a variety of informational Materials. This includes educational materials, announcements, mandates, and related communications, in reference to Department, Agency, legal protocols safety, and or construction operations is preferred.

  • Knowledge of the Greater Rochester community with focus on the construction and housing and weatherization and vendor community is useful. Requires experience in coordinating and participating in bidding conferences and specifications and packages, etc.; and experience in cultivating business and vendor relationships. Skills in negotiating and interpreting purchasing agreements, equipment maintenance and warranties and related service contracts for the Agency is required.

  • Requires a strong level of safety consciousness; and demonstrated experience in maintaining safety practices, hazard control, and healthy working conditions including lead safety work procedures. Must be familiar with OSHA and National Institute for Occupational Safety & Health regulations, terminology & products related to standard safety and codes. Requires, familiarity with issuance, storage, and maintenance of all power tools and equipment, both power and hand operated.

  • Requires the flexibility and ability to work in fast-paced environment; and the ability to manage multiple priorities, projects, multi-task, and meet established deadlines. Requires the ability to use sound and independent judgment with minimal supervision, while also functioning as part of varied work teams and crews.

  • Strong interpersonal and customer service skills are required: with enthusiasm, sensitivity, and respect for all consumers. Must be able to maintain a high level of confidentiality for all items of a sensitive nature. Requires experience working with diverse staffs, public, and individuals and groups from diverse backgrounds, in a variety of settings. Must have experience engaging individuals at all organizational and business levels, both internal and external.

  • Requires working level knowledge of Microsoft Office Suites and Applications: Word, Excel, and Outlook; and experience assisting in collecting and maintaining electronic & paper data and records and files related to projects and work activities. Requires experience assisting in preparing tracking sheets, reports, forms, spreadsheets, and related communications.

  • Bi-lingual skills are helpful: the ability to speak, read, and write in the Spanish language is a plus.

  • Requires the health and physical capability to work in a typical office and or residential environment, including the frequent lifting of equipment weighing up to 40lbs.

  • Requires a valid NYS Driver’s License, and access to reliable transportation daily.

    PHYSICAL and MENTAL DEMANDS of POSITION:

    The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

    The employee may be subject to spending approximately 40% office work and 60% field work. The employee may be subject to extended periods of sitting and standing (i.e., developing and reviewing work scopes, completing reports, meetings, inspections, etc.). Duties and tasks will also involve the intermittent performance of moderately physically demanding work, typically involving some combination of reaching, bending, stooping, kneeling, crawling, or crouching, (i.e. performing home audits and inspections, etc.) ; some tasks may require occasional lifting, carrying, pushing, and or pulling of heavier objects or materials and employee must be able to lift a minimum of 50 pounds weight (i.e. picking up and transporting supplies and or equipment, home structures and fixtures, windows and doors, appliances, etc.).

    The employee is regularly exposed to internal and external conditions; and may be subjected to unpleasant environmental factors, (i.e. dust and dirt, dampness, mold and mildew, weather conditions, heat, humidity, cold, inclement weather, etc.). Some tasks also include working in and around moving vehicles and associated vehicle and equipment areas and actual equipment.

    Heightened awareness to surroundings and observance of established safety precautions are essential in avoidance of injury or accidents (i.e. equipment trucks, power tools, etc.).

    While performing the duties of this job, the employee is regularly required to take verbal & written directives and instruction and must be able to respond satisfactorily. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

    Some evening and weekend hours may be required at times in a variety of locations in the community. Inspectors work full time during regular business hours; this is particularly customary of home inspectors, who typically inspect homes during the day and write reports in the evening. Additional evening hours during periods of heavy renovation and construction activity may be needed. In addition, if an accident occurs at a project work site, inspectors may be called in to respond immediately; additional work hours may be required in completing required reports and or completing necessary audits and inspections.
