Rochester Housing Authority Assistant Director of Leasing Operations in Rochester, New York

TYPICAL WORK ACTIVITIES:

Assists in the oversight of a variety of functional areas (i.e., technology needs and Control Objectives for Information and related Technologies [COBIT] standards, procurement, homeless programs, home ownership program, Housing Choice Voucher [HCV] programs) ensuring policy and regulatory compliance, budgeting, and reporting; Supervises professional and clerical employees, including assigning and evaluating work, initiating discipline, counseling, evaluating performance, training, hiring, and recommending termination; Reviews the budgetary, financial, and operational activities of the Leasing Operations Division and recommends changes intended to improve efficiency and effectiveness; Prepares statistical and narrative reports and surveys for the Director of Leasing Operations, as required by applicable program regulations and RHA’s Administrative Plan; Oversees legal, regulatory, and policy compliance as outlined by the United States Department of Housing and Urban Development (HUD); Oversees and proposes revisions to RHA’s Leasing Operations Administrative Plan and department policies and procedures;

Reviews Leasing Operations compliance with procurement, development, and modernization proposals developed by RHA; Oversees efforts to promote leased housing programs to property owners, in order to enhance the supply of well maintained housing available to HCV program participants. Interprets regulations and rules for staff, landlords, tenants, and contractors to support contract approval or termination, participant eligibility, fraud determination and follow-up, rent reasonableness, dispute resolution and/or project administration, and makes recommendations for action to the Director of Leasing Operations; Reviews and recommends approval of contracts at initiation or renewal after reviewing provisions and supporting documentation to ensure accuracy, completeness, regulatory compliance, and project feasibility; Oversees processing of payments to landlords, issuance of rental vouchers, and disbursements from project accounts; Receives tenant/landlord complaints and resolves disputes informally or recommends conducting fair housing hearings and reviews; Inspects housing units for compliance with housing quality standards (spot checks and audits).

MINIMUM QUALIFICATIONS:

High School Diploma or Equivalent PLUS:

I. A. Masters degree AND one (1) year of full-time experience administering various public housing activities which included regulatory compliance and audits;

OR

B. Bachelors degree AND two (2) years of full-time experience as described in A;

OR

C. Four years (4) of full-time experience as described in A;

AND

II. One (1) year of supervisory experience.*
