Community Development Department Services
The Community Development Department, as a division of the City of Rochester, Minnesota, administers and enforces the building code statutes and other related municipal ordinances (including the rental property code) which provide for minimum standards of building construction and use for the health and safety of the public.

Nature of Work
The Plans Examiner is primarily responsible for reviewing architectural and minor structural plans, specifications and calculations for the new construction, alteration and/or repair of commercial, industrial, and residential projects to ensure compliance with current building codes and national standards.
This position may also conduct field inspections of new and existing buildings during construction by comparing actual construction to approved plans and resolve discrepancies by providing technical advice and assistance to architects, engineers, contractors and/or designers regarding code compliance.
An employee in this position is primarily responsible for the minor structural and major architectural plans examinations, advising staff in architectural specifications, and meet with designers on code interpretations and at specific times, onsite inspections.
Pay
2024 starting salary is $79,171-$93,142 based on qualifications, with advancement to $116,429.

DUTIES AND RESPONSIBILITIES
The work below is representative of the scope of work performed within this job classification. Individual job duties will vary based on work assignment.
Review building plans and specifications in both paper and electronic form for minor structural requirements to verify code compliance; assure that plans contain clear and concise information necessary for a complete plan review.
Review building plans and specifications in both paper and electronic form for architectural requirements and code compliance as it relates to specific design criteria including life safety, energy, accessibility and fire regulations.
Interface with architects, engineers, contractors and/or designers to communicate issues with plan design data, code interpretation and/or defects or inadequacies found in minor structural and nonstructural specifications; advise on corrections and/or solutions to identified issues.
Coordinate plan review process with other departmental staff and/or related agencies from initial to final stages.
Perform inspections of new and existing buildings and field reviews during construction by comparing actual construction to approved plans.
Perform minor special investigations involving unusual application of the building codes, new design concepts and/or alternative methods or materials for code compliance.
Provide code consultation and respond to inquiries from City/departmental employees, architects, engineers, contractors, designers and/or other customers regarding Construction Codes and department policies and procedures.
Serve as subject matter architectural expert for departmental staff regarding technical inspections and compliance.
Prepare and maintain records of plan reviews, and enter permit data into computerized tracking system.
Perform other duties as assigned or necessary.
*ESSENTIAL FUNCTIONS
MINIMUM QUALIFICATIONS
Education and Experience
An Associate's degree in Architectural Technology, Building Construction Technology, Construction Management Engineering or closely related field from an accredited two-year program AND three (3) years of full-time, progressively responsible architectural, construction management or building inspection, plan check or building permit employment experience.
An equivalent combination of licensure/certification, education and experience sufficient to successfully perform the essential duties of the job may also be considered.
Licenses and/or Certifications
Valid driver's license
Must possess or obtain certification related to plan review and building inspections (B.O. Certification), from the State of Minnesota or the International Code Council (ICC) Plans Examiner Certification within six months of hire as a condition of continued employment.

In consideration of the overall amount of physical effort required to perform this position, the work is best described as mostly Sedentary Work : Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
However, there are times when this position will need to lift plans and/or construction documents weighing up to 50 pounds and navigate the terrain of a construction site.
Physical demands that may be required continuously (2/3 or more of the time), frequently (1/3 to 2/3 of the time), and occasionally (up to 1/3 of the time) are noted below:
Continuous demands: standing, sitting, walking, reaching, handling, fine dexterity.
Frequent demands: lifting, carrying, bending, twisting.
Occasional demands: pushing/pulling, kneeling, crouching, crawling, climbing, balancing.
Sensory requirements necessary in the performance of the essential functions of this position include: sight, hearing, touch.
*Environmental conditions that may exist in the performance of the essential functions of this job include:
Extreme cold (below 32 degrees)
Extreme heat (above 100 degrees)
Noise (need to shout in order to be heard)
Exposure to dust/gas/fumes/steam/chemicals
Work outdoors (no effective protection from weather)
Walk on uneven ground (gravel, rocks, mounds, construction sites)

Protective equipment required (respirator, mask, earplugs, gloves, eye-wear, etc.)
*Work is primarily performed in an office setting, however inspections of construction sites is occasionally required.
