Nature of Work:
This position is responsible for optimizing performance of assigned buildings and mechanical and electrical systems as part of an integrated facilities team and will have a key role in developing and documenting City of Rochester (CoR) building control standards. Responsibilities include coordinating integrated operations of assigned buildings, creating and operationalizing proactive safety and maintenance procedures, providing positive leadership for assigned teammates, and driving innovative alignment with the City’s Vision and Strategic Priorities.
Starting salary is $79,171 to $93,142 with advancement to $116,429.

DUTIES AND RESPONSIBILITIES
The work below is representative of the scope of work performed within this job classification. Individual job duties will vary based on work assignment or location.
*Coordinating aligned operations of assigned buildings
Oversee the management and operations and maintenance of assigned City buildings.
Identify and eliminate redundancies in inventories, procedures, sourcing, and operations in assigned buildings
Ensure operational capability and readiness of operating teammates by establishing and maintaining training and qualification programs.
Establish, maintain, and improve means and methods for monitoring optimal system performance.
Create and implement standard and preventative maintenance practices and schedules
Implement CoR standard sequence of operation of new/renovated mechanical systems
Project manage the commissioning of all CoR mechanical system plan design, equipment, sequencing, and operation
Collaborate with CoR sustainability teammates to improve efficiency and long-term sustainability of renovation projects, new construction, and ongoing commissioning.
Integrate building mechanical systems at highest level of intelligence to provide optimum efficiency (irrigation, occupancy, access control, lighting, forecasting, AI, etc.)
Request resources as needed to support innovative and integrated facilities operations.
*Create and operationalize proactive safety and maintenance procedures.
In conjunction with the City’s Safety Administrator, recommend, develop, and monitor proactive safety procedures.
Work with the integrated facilities team to establish a comprehensive preventative maintenance program.
Plan and coordinate maintenance outages by determining the schedule, time and labor necessary for maintenance. Interpret policies, regulations, and rules both independently and with subject-matter experts to formulate and author a comprehensive compliance program for various outside permitting agencies.
*Provide supervision and positive leadership to assigned teammates.
Oversee scheduling of Operations (custodial and maintenance) teammates ensuring proactive coverage and needs-based solutions in compliance with applicable laws, city policies, and labor con- tracts.
Provide work direction to teammates relative to the completion of designated assignments; delegate responsibilities as appropriate.
Provide teammates with ongoing coaching and feedback; conduct annual performance evaluations in compliance with organizational policies; initiate corrective action when appropriate.
Partner with the designated human resources business partner to implement effective hiring and selection practices.
Assist with the development and maintenance of divisional budgets and strategic priorities.
Ensure teammate personnel, timekeeping, and training records are accurately maintained per City policy and statutory requirements.
Perform other duties as assigned or necessary.
*Essential Functions
MINIMUM QUALIFICATIONS
Education and Experience
An Associate's degree, from an accredited program and five (5) years related experience in the operation of building automation systems and energy management systems with at least three (3) years in a supervisory/lead capacity.
Licenses and/or Certifications
Valid driver's license
A current MN Special Class Engineer License, or equivalent. If an equivalent license is held at the time of hire, candidate must obtain the MN Special Class Engineer Boiler license within three months of appointment to position.
Desirable Qualifications
Technical Training: Coursework in building automation, building mechanical and electrical systems, technical writing, boiler operators, pollution controls and monitoring.
Leadership Training: Coursework in communication, human relations, team-building and related supervisory, leadership and management skills.

Employees in this position may be required to use protective equipment including respirators and the City of Rochester will conform to all State and Federal requirements in administering this program.

Knowledge of: the technology and practical application of building automation equipment and controls; mechanical systems: what they do and how they operate; Heating Ventilation and Air Conditioning (HVAC) systems; computers, electronics, and electrical circuits and how they work together; engineering and technology including principles, techniques, procedures, and equipment; building and construction materials, tools, and processes
