Air Force Materiel Command RESOURCE MANAGEMENT SPECIALIST in Robins AFB, Georgia

Summary The primary purpose of this position, Resource Management Specialist, GS-0301-12, is to provide senior managers with objectively based information for making decisions on administrative, programmatic and personnel aspects of agency operations and management by accomplishing a wide variety of assignments concerned with effectiveness and efficiency of personnel management, programs and operations. Responsibilities Participate in meetings and conferences or serves on panels or committees. Plans, develops, and conducts a wide variety of complex resource analysis studies of organizational structure and workforce staffing/utilization of the division to improve and simplify processes and maximize mission resources utilization. Plans, organizes, and carries out the activities of the ATS Division Emergency Management and Security Program, ensuring that ATS comply with legal and regulatory requirements and meets customer needs. Represents the division with a variety of directorate and functional area needs. Works to achieve and support quality improvement in all products and services. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes serving as resource management specialist is technical knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. This experience must have been at a level of difficulty and complexity sufficient to demonstrate the ability to perform the duties of this position. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of wide range of management principles, concepts, policies, regulations; knowledge of LCMC and organization and functional needs. 2. Ability to maintain good working relations. Ability to plan, analyze and coordinate a major program into operational use, to include the identification and correlation of specific requirements for personnel, establishing relationships between diverse parties providing guidance and the ability to synthesize inputs from within the organization to develop proposed plans of actions where guidance is minimal. 3. Skill in preparing plans and programs and the ability to convey ideas and formulate solutions where minimal guidance exists. 4. Knowledge of organization, programs, mission and functions along with knowledge of analytical and investigative techniques to conduct studies and to develop plans and strategies to implement, direct and accomplish work on support planning, evaluating operations and other special plans/project/programs. 5. Ability to recognize and analyze problems, to conduct research to summarize results, and to make appropriate recommendations. Ability to research, analyzes, interpret and apply rules, regulations and procedures. 6. Knowledge of operations, products, services, needs, and goals of the program and the organization studied or served, and related customer, functions, resources and users. 7. Ability to communicate orally and in writing. Skill of applicable safety, security, and housekeeping guidelines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
