Job Description:

Parsons is looking for an amazingly talented Project Control Manager - Utilities to join our team! In this role you will be Senior responsibility for Parsons’s Project Controls Management for SAPL Qiddiya Infrastructure Partner (QIDP).

Reports directly to the Projects Control Director.

What You'll Be Doing:

  • Manages a team of experts and is responsible for developing, managing and/or executing all phases of the project controls effort (planning/scheduling, cost analysis, and document control management).

  • Utilizes widely diversified knowledge of project controls activities and draws upon extensive experience and exposure to various types of projects and clients to facilitate effective project management.

  • Provides guidance and specialized assistance to the Program Support Manager and Program Director for the resolution of difficult and complex project control problems.

  • Interfaces with the Clients, attends regular meetings, and provides statistical reports.

  • Prepares status reports, oversees the preparation of monthly reports and prepares presentations regarding the progress of the work with respect to interim and major milestones.

  • Manages regular site inspections to assess contractor’s work progress based on approved schedule; planned versus actual progress.

  • Manages a unique technical team who are qualified to analyze, evaluate, and forecast project costs, as well as performance against an established schedule with critical milestones.

  • Manages the assessment of the impact(s) of design/construction changes and schedule slippages.

  • Oversees the development and maintenance of an established system to show the hierarchy of plans and schedules.

  • Takes a lead in preparing schedule data for proposals or contract negotiations as requested and checks and confirms that the correct scope of work is reflected on assigned schedules.

  • Integrates inter-discipline schedule requirements and constraints to establish logical work sequences for assigned disciplines or specialties.

  • Reviews and assesses the work sequences with the total project plan.

  • Establishes and implements methods for determining activity durations within assigned disciplines or specialties.

  • Develops quantity release and/or installation curves for assigned disciplines/areas or specialties.

  • Reviews and approves invoice verification for payment based on cost-loaded schedules, as required.

  • Reviews schedule data and identifies and acquires information needed to complete work logics to interface between assigned disciplines, specialties and/or projects.

  • Develops specific project codes of accounts and work breakdown structures and recommends appropriate modifications and revisions for new work items assigned.

  • Determines critical-path activities for assigned discipline or specialties and identifies significant activities supporting inter- discipline requirements and identifies critical path for discipline or specialty work activities.

  • Identifies, analyzes, and monitors schedule deviations for assigned disciplines or specialties including subcontractor submittals and recommends corrective action/work-around solutions for project considerations.

  • Develops and writes the schedule commentary that appears in the monthly progress and similar reports. Identifies and reports activities that have a critical or potential impact on the schedule and prepares and presents the Critical Items Action Report.

  • Works with the Program Support Manager coordinating staffing requirements, assigns and supervises project work activities, and trains personnel.

  • Recommends and oversees the customization of project control systems and document controls system to meet specific project requirements.

  • Creates statistical reports for management on a recurring or one-of-a-kind basis.

What Required Skills You'll Bring:

  • Bachelors Degree or equivalent in a related discipline

  • Minimum 10 years’ experience in construction projects, specifically management experience across multi-disciplinary teams..

  • Extensive experience updating, analyzing, and reporting Earned Value, Progress, Budget, Forecast, and schedule components for awarded and unawarded Utility projects.

  • Demonstrated teamwork and management skills.

  • Proven experience of working within complex construction environment.

  • Ability to follow through & clearly deliver work instructions in a complex stakeholder environment.

What Desired Skills You'll Bring:

  • Advantageous to have extensive experience of significant PM/CM contracts.

  • Project Management Certified is a plus
