Parsons is looking for an amazingly talented Head of Cost Management to join our team! In this role you will get to support the Cost Management Director to manage the deliverables of the Cost Management Team.

The Cost Section’s vision is to establish a leading cost department for real estate development projects, optimizing spending, enhancing value. With an aim to be industry leaders in cost, offering independent, innovative cost services, maintaining a comprehensive cost data library, with a focus on optimizing cost performance, close client cooperation, and value management

What You'll be Doing;

  • To establish a best-in-class cost unit that optimizes spending and enhances value for our real estate development projects

  • Optimize spending and improve value for real estate development projects by developing robust processes, systems, and relationships to reduce costs.

  • Develop and implementing cost estimation and cost management best practices, ensure adherence to protocols, conduct compliance verifications.

  • Develop and maintain a comprehensive database of market prices and cost data

  • Analyze market trends, provide insights and recommendations for investment and development strategies, and disseminate market intelligence reports to relevant stakeholders.

  • Source of Truth on pricing data from local market, PID DevCos and global market during the early stages of projects and maintains a comprehensive library of current and historical cost data.

  • Perform pivotal role in cost and commercial strategy development advisory, providing valuable inputs and guidance for optimal procurement practices that contribute to the overall success of the organization and project outcomes.

  • Monitors Contract Performance

Leads a team to deliver the following services;

  • Interface / work with client and Devco’s Commercial Teams and other Departments to analyze, evaluate, and forecast project costs, as well as performance against an established schedule with critical milestones.

  • Develops OOM Capital Cost estimates for the clients Project strategic purposes.

  • Provide Capex Assumptions / Benchmarks at Kick Off Stages.

  • Preparation and or review of Budget, Estimates, Cost Plans at all stages of the DMO.

  • Review FSC/FB/MIC Meeting material and support ExCom/ Management requests from Budgeting prospective.

  • Review Business Plans from budgeting prospective.

  • Lead the value management process, provide cost studies and advice on cost effective design solutions including synergistic opportunities.

  • Develop and share technical guidelines, tools, templates and procedures and continuously seek opportunities for process improvement.

  • Develop & maintain construction cost databases and issue quarterly Cost Benchmark Reports.

  • Performs detailed review of Devco developed Capital Cost Estimates and budgets

  • Monitor budgets and expenditures to ensure they align with the approved cost estimates.

  • Developing cost plans and estimates through the design phase, delivering updated cost plans at appropriate design milestones.

  • Providing commercial input to design optioneering and input into value engineering exercises.

  • Review RFP’s and Proposals and review construction tenders/Bid Analysis and associated BoQ’s.

  • Create ad-hoc reports for management on a recurring or one-of-a-kind basis.

What Required Skills You'll Bring;

  • 15+ years cost management experience post MRICS qualification

  • 5+ years experience living and working in the GCC

  • Experience of KSA giga projects - hospitality, industrial, rail

  • Detailed knowledge and practical experience of cost estimating and cost planning techniques

  • Excellent knowledge of construction procurement strategies, including tendering and contract strategies

  • Ability to motivate others (including providing support and encouragement)

  • Excellent organisational skills and the ability to quickly adapt to changing environments

  • Excellent problem solving, negotiating skills, financial and numeracy management skills

  • Ability to absorb complex information and assess requirements readily

  • Demonstrable evidence of delivering services to Clients and managing Client relationships

  • MRICS (Member of the Royal Institution of Chartered Surveyors), or equivalent

  • Degree in Quantity Surveying or equivalent
