U.S. Army Security Assistance Command Construction Control Representative in Riyadh, Saudi Arabia

Summary About the Position: This position is located within the Office of the Program Manager Saudi Arabian National Guard on Al Nakhla Compound (AN-C) in downtown, Riyadh, Saudi Arabia. AN-C is a high end resort with both living, working and recreational areas. There are activities including, gyms, swimming, pools and a tennis court, plus grocery, food and several retail service facilities. The weather can be hot and dry with extreme heat in the summer months and mild winters with little rain. Responsibilities Serves as Construction Representative in the Technical Affairs Division, Construction Branch, for the Office of the Program Manager-Saudi Arabian National Guard (OPM-SANG) Performs duties necessary to ensure implementation of an effective construction quality management program on assigned projects. Assists Project Engineers in complex construction issues and design deficiencies for timely resolution. Conducts pre-construction conferences to discuss and clarify principle construction features and to inform contractors of requirements concerning quality control, safety measures, scheduling, and progress reporting. Reviews, provides comments and approve contractor's quality control plans for construction projects. Advises Project Engineer and Saudi Arabian National Guard when the plan is acceptable so work may start on the construction site. Ensures the Three-Phase inspection process is followed by the Contractor's Quality Control (CQC). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience at the GS-11 or equivalent, which includes: 1) Providing advisory and technical services to construction contractors including recommending approval of schedules and cost performance; and 2) Reviewing and determining compliance of construction plans and drawings; and 3) Conducting inspections of construction materials and workmanship to insure adherence to safety requirements, regulatory codes, and quality assurance; and 4) Compiling detailed reports on cost performance of construction projects. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Building and Construction Contracting/Procurement Oral Communication Quality Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. Direct deposit of pay is required. One year trial/probationary period may be required. You will be required to provide proof of U.S. Citizenship. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250. For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits. This is a (CP) 18 Career Field position. The initial length of this overseas tour is 1 Year Unaccompanied or 2 Years Accompanied, pending command approval and availability of housing.
