Natural Resources Conservation Service Soil Conservationist in Riverton, Wyoming

Summary This position provides assistance in the development, planning, contracting and application of land conservation practices and programs consistent with Natural Resources Conservation Services (NRCS) policy and procedures. This vacancy announcement has been amended to extend the closing date. Responsibilities Works with farmers and other landowners to develop conventional conservation plans addressing common resource concerns. Develops conservation contracts according to the NRCS Conservation Program Contracting Manual. Understands all applicable NRCS and Farm Bill programs available to address resource concerns and explains cost-share programs and payment procedures to applicants and contract holders. Develops operation and maintenance agreements for all structural practices planned and contracted. Recommends practices to farmers and ranchers which help control erosion and conserve soil and water. Completes highly erodible land (HEL) and Wetland Determinations and annual Farm Service Agency Compliance Checks for HEL and Wetlands. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time-in-grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled (e.g., one year at the GS-07 grade level for consideration for the GS-09 grade level; and one year at the GS-09 grade level for consideration for the GS-11 grade level). Basic Requirements: Degree: Must have a Bachelor's degree (or higher degree) in soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. (You must submit transcripts.) or Combination of Education and Experience: at least 30 semester hours in one or more of the disciplines as shown in A above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. (You must submit transcripts.) Evaluation of Education: Education that provided specialized knowledge and skills in soil and water conservation is more valuable than education that imparted broad but general knowledge and skills. Courses in soil fertility, soil chemistry, soil genesis, plant physiology, plant science, and field crops are examples of specialized courses that contribute towards meeting the required 12 semester hours as described above. Courses in the physical sciences or engineering such as geology, civil engineering, and hydrology also meet the soils, crops, or plant science course requirements where such courses included a complete introduction to the physical, chemical, and biological properties of soils. Evaluation of Experience: Experience that included the application of techniques, principles, and methods from a variety of agricultural and natural resource fields is appropriate, given the interdisciplinary character of the soil conservation occupation. For example, experience gained in a specialized field such as soil science, forestry, or agronomy is as fully acceptable as experience directly obtained in soil conservation work. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: To qualify for the GS-09 level Specialized Experience: You must possess at least one year of specialized experience equivalent to the GS-07 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include an understanding of the principles and theories of soil and water conservation, coupled with related sciences such as biology, agronomy, and forestry, enables the identification of conservation-related issues and challenges. Examples of specialized experience include: Developing conservation plans to address natural resource concerns. Implementing conservation practices and ensuring their continuity. Developing and managing contracts for conservation program. OR (Your resume must CLEARLY demonstrate this experience) Substitution of education in lieu of specialized experience: You must possess at least two full years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in a field such as soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. (You must submit transcripts.) OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. To qualify for the GS-11 level Specialized Experience: You must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include a comprehensive understanding of the principles and theories of soil and water conservation, complemented by related sciences such as biology, agronomy, and forestry, allows for the identification of pressing conservation challenges. Examples of specialized experience include: Providing professional guidance on biology phases of soil and water conservation activities under a comprehensive resource management program at the state level. Providing leadership for the upkeep of the electronic Field Office Technical Guide (eFOTG) and associated standards and specifications in coordination with responsible staff. Makes recommendations to enhance the biology and environmental phases of the program by independently assessing the state's biological and environment improvement needs. Conducting seminars and on-the-job training for field personnel in biological and environmental aspects of the work. OR (Your resume must CLEARLY demonstrate this experience) Substitution of education in lieu of specialized experience: You must possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree in a field such as soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. Physical Demands: Work requires regular and recurring physical exertion related to conservation work requiring walking on rough terrain, jumping ditches and furrows, or climbing steep banks and similar activities. Work Environment: The work involves regular and recurring exposure to operating agricultural equipment including tractors, caterpillars and a wide variety of attached implements such as cultivators, discs, plows, etc. There may be exposure to snow and ice conditions and herbicide and chemical spray operations requiring safety precautions. Protective gear and clothing such as a hard hat, boots and gloves may be necessary.
