Scope of Job
Responsible for the planning, development, and implementation of university-wide initiatives and strategies that support employee engagement, success, and customer service excellence. Responsible for the design, development, implementation, evaluation, and continuous improvement of comprehensive Human Resources programs for the university in alignment with the strategic plan.
Description of Duties
Serves as human resources consultant to the President, the members of the Management committee and the President’s Advisory Board.
Participates in the strategic planning and decision-making for the institution.
Responsible for the development and implementation of both short and long-term strategies to attract and retain the highly qualified and effective work force required to accomplish the mission of the Institution.
Collaborates with leadership to develop and implement a comprehensive leadership development program with coaching components to support current managers and supervisors, aspiring leaders and to assist division heads with succession planning and workforce development based on UTRGV needs analysis.
Provides strategic leadership and oversight to staff development and delivery of professional development, with a focus on training, staff engagement programs and leadership effectiveness.
The VP of Human Resources and Talent Development has direct oversight for high-risk areas. Because of this responsibility, it is expected and required of the VP of Human Resources and Talent Development to have access to the university president or designee. This access is to ensure that the university president is aware of high-risk areas and is made aware of crises in a timely manner and is kept up to date on responses to same.
Will serve as administrative lead within the Division of Human Resources.

Serves as consultant to the academic leadership regarding faculty compensation and relations.
Responsible for administration of divisional operating budget.
Monitors and ensures that the organization complies with federal, state, and local employment laws and regulations and recommended best practices. Reviews and modifies policies and practices to maintain compliance and trains and advises management and staff accordingly.
Consults with relevant stakeholders to recommend changes or establish new institutional policies and assure the availability of resources for policy implementation.
Responds to routine and non-routine inquiries as desired by the administration.
Develops and maintains a system of effective internal controls.
Performs other duties as assigned.

General supervision from assigned supervisor.

Direct supervision of assigned staff.
Required Education
Master’s degree in Human Resources Administration, Business Administration, Healthcare Administration or related field from an accredited university.

Required Experience
Ten (10) years of professional level experience in human resources, at least five of which must have been at the director or higher level.

Working Conditions
Needs to be able to successfully perform all required duties. Office Environment; some travel and weekend work is required. UT- RGV is a distributed institution which requires presence at multiple locations throughout the Rio Grande Valley.
