JOB SUMMARY: Acts as an advisor and assists IT Director with managing and overseeing all divisions within the Information Technology department. Collaborate with the IT Director in preparing long-term strategies to achieve organizational goals. Ensures those goals are met through the Departments available resources. The IT Assistant Director plays a crucial role in supporting the IT Directors leadership and ensuring the smooth operation of technology services within the organization.

DUTIES and RESPONSIBILITIES: Assists in providing information technology guidance while directing and supervising a highly technical staff in the planning, development, and coordination of the Countys IT system. Supervise and support activities of department staff and assigns duties and plans work of others; Assists and/or instructs other employees with their duties; Reviews work of other employees. Coordinates with the IT Director in preparing long-term strategies to achieve organizational goals. Ensures those goals are met through the Departments available resources. Assists the IT Director in communicating information technology concepts, problem solutions and project progress and needs in a timely and understandable fashion to members of Commissioners Court and County employees. Reviews and evaluates policies and procedures within the department and implements change as necessary. Coordinates leadership and professional development training for senior level management and staff. Assists managers in the overall program strategic planning, policies/procedures development and implementation, and personnel issues. Contribute to the planning and execution of technology projects and initiatives; including managing governance, risk and compliance with statutory requirements. Manages and prioritizes programs, projects and activities while ensuring alignment of IT projects with business goals and objectives. Tracks or monitors budget expenditures; Approves County IT expenditures. Assist in recruitment, training, and performance management of IT personnel. Foster a collaborative and productive work environment. Performs other job-related duties as assigned. Serve as the IT Director in the absence of the Director. On-call 24/7 for IT support issues. Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.

REQUIREMENTS: Bachelors degree in computer science, information systems or related field preferred. 10 years of job-related experience, including 5 years supervisory/management experience is required. Deep understanding of IT infrastructure, software development, cybersecurity, data management, and emerging technologies. Strong background in technical support and project/operations management. Strong analytical and system design skills. Ability to address complex technical issues and make informed decisions based on technical and business considerations. Proficient in budgeting, financial planning, and cost management related to technology investments and operations. Skilled in vendor and contract management. Exceptional supervisory and organizational skills. Ability to communicate effectively with Department Heads, Elected Officials, Employees, Public, Vendors, and other stakeholders to articulate technology strategies and needs.
