Project Overview

Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington State. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.

The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory as well as operations and maintenance buildings, utilities, other support facilities.

The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and Amentum. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project.

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30am to 5:00pm (day shift) or 5:30pm to 4:00am (night shift), subject to change. The project may require employees to work weekends, overtime, holidays, and/or night shift as business needs arise.

Position Summary

The Site Support Services Distribs (S3D) group operates within the Facility Management organization of WTCC and is responsible for configuration and change management of non-process areas to support both ongoing construction, commissioning, and startup testing as well as the daily operation of administrative and temporary buildings. S3D engineering performs design, inspections, field support to both WTCC craft and subcontractors, and develops work documentation for maintenance, modification, and new construction. The Senior Civil Field Engineer is responsible for tasks and activities relating to construction engineering within the Civil discipline (i.e., concrete, structural steel, excavation/backfill, scaffolding, architectural finishes) utilizing nuclear codes and standards. Responsibilities include the development of work plans, coordinating materials, performing, and documenting inspections, reporting progress, and resolving conflicts in design and construction related to the installation and testing of commodities through turnover to Startup/Commissioning. This position will be responsible for a variety of construction tasks utilizing nuclear and industrial codes and standards related to concrete, steel, earthwork, architectural installations. Duties include interpreting design and vender drawings and specifications. This position requires good planning and organizational skills, ability to perform detailed inspections and the ability to produce accurate, clear, and concise documentation.

Responsibilities

  • Development of work plans, designs, and overseeing installation of a variety of tasks related to scaffold, formwork, rebar, concrete, steel, earthwork, excavation/backfill, and architectural installations.

  • Assist with rigging support and planning activities.

  • Perform takeoffs and initiate and track material requisitions for civil related commodities.

  • Perform and document inspections.

  • Assist with the technical coordination of the lock-out and tag-out program activities.

  • Coordinate with vendor Technical Advisors as required.

  • Coordinate with Engineering to resolve drawing issues.

  • Coordinate and inspect subcontractors work in the electrical field.

  • This position shall be performed under the day-to-day direction, control, and supervision of WTCC.

  • Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment.

Qualifications and Skills

Basic Qualifications

  • Level 1 : Bachelor’s degree in Civil Engineering, Construction Management, or a related subject from an accredited university and 6 years of progressive construction or civil engineering experience; or in lieu of degree, 12 years of progressive civil related construction/craft experience, civil engineering, and/or civil field engineering experience.

  • Level 2 : Bachelor’s degree in Civil Engineering, Construction Management, or a related subject from an accredited university and 9 years of progressive construction or civil engineering experience; or in lieu of degree, 15 years of progressive civil related construction/craft experience, civil engineering, and/or civil field engineering experience.

  • Possess the right to work and remain in the US without sponsorship.

  • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.

  • Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education.

  • Must be able to obtain a Department of Energy badge for access to the Hanford Site.

Minimum Qualifications

  • Familiarity with current industry quality standards.

  • Proficiency in verbal and written communications.

  • Excellent organization skills. Requires ability to receive direction from multiple sources and effectively establish priorities.

  • Flexibility and ability to multitask required.

  • Knowledge of requirements for Lock Out Tag Out for safety. Detailed knowledge of AISC and ACI codes.

  • Understanding rebar placement drawings, steel erection drawings and architectural finish drawings.

  • Computer literate including experience in 3D and 4D modeling software, word processing, spreadsheets, and database applications in accordance with current Bechtel standards.

Preferred Qualifications

  • Previous WTP, DOE, or DOD experience, within construction in a nuclear facility.

  • Possess Nuclear Construction knowledge.

  • Knowledge of and experience working with Bechtel’s Standard Work Process Procedures (SWPPs) or Bechtel’s Nuclear Work Process Procedures (NWPPs).

  • Knowledge of Bechtel’s Zero Accident Safety Program and familiar with current industry standards.

  • Knowledge and experience of the ISMS guiding principles and core functions.

  • American Concrete Institute (ACI) certifications.

  • Engineer in Training (EIT) or Professional Engineer (PE) certification.

  • Experience working with USA Building Trade Unions and craft professionals.

  • Previous experience using MicroStation or another CAD software package to develop or edit drawings.
