Overview

The Project Integration & Execution (PIE) Division delivers mission ready projects from concept inception through readiness and beneficial use in support of the forward looking PNNL Campus Strategy, emerging research needs, and the ongoing investments in modernizing and maintaining the Laboratory’s existing facilities, utilities, and infrastructure. Project lifecycles begin in Campus Development Planning as part of the campus wide Facilities and Infrastructure (F&I) Planning Process and are executed by PIE staff with support from the Engineering and Design & Drafting.

PIE excels in actualizing projects that maximize safety, functionality, and reliability, while optimizing the efficiency, sustainability, and life-cycle operating costs of our facility and infrastructure capabilities to enable a mission ready world-class research and development campus for the Department of Energy.

Responsibilities

Responsible for safe delivery and the overall direction, coordination, implementation, execution, control, and completion of specific projects ensuring consistency with organizational strategy, commitments, and goals. This includes acquiring resources and coordinating the efforts of team members and third-party resources to deliver projects according to plan. Also, responsible to define the projects objectives and oversee quality control throughout its life cycle. Key attributes leading to the determination of upward progression in this career family include project complexity, risk, team size, business volume, contract type, and political/client/business sensitivities.

Job responsibilities for this position(s) may include:

  • Provide technical project management support and leadership to projects ranging from twenty thousand dollars to twenty million dollars.

  • Play a key role in managing and coordination of project(s) resources including preparing and maintaining project plans and staffing requirements.

  • Experience providing input and managing project performance reporting, including tracking scope, schedule, and budget.

  • Demonstrated ability to solve complex problems by seeking out information and details to help inform resolution that can be worked with the project team.

  • Close collaboration with internal PNNL staff from facilities and research, as well as external communication with DOE, sponsors, and local community stakeholders.

  • Provide project management expertise to research proposal development that include construction and/or facility modifications.

  • Ability to establish and foster relationships with external sub-contractors.

  • Support business office in setting up financial structures, work breakdown structures, and maintains financial integrity.

  • Managing project resources and coordinating efforts of project managers, construction managers, engineers, subject matter experts, budget office, and principal investigators and third-party resources to deliver projects according to plan.

  • Manage project files compliance and process for closeout and archive.

  • Manage project/program priorities and deadlines with minimum oversight.

  • Assist in establishing timelines for the annual proposal call and maintain the SharePoint site.

Qualifications

Minimum Qualifications:

  • BS/BA and 5+ years of relevant project management experience -OR-

  • MS/MA or higher and 3+ years of relevant project management experience

Preferred Qualifications:

  • Experience supporting projects.

  • Experience working in science and/or technology domain.

  • Strong understanding of accepted project management practices.

  • Excellent written and verbal communication skills.

  • Demonstrated ability to work with a diverse set of project personnel even with no direct authority over them.

  • Demonstrated ability and willingness to perform as a team member on multiple projects simultaneously, prioritize commitments and work effectively in a fast-paced, dynamic team environment with high expectations for quality.

  • Demonstrated initiative with an entrepreneurial, ‘can-do' spirit.

  • Experience working in sensitive or secure environments is preferred.

  • Proficient with MS Office software suite.

Additional Information

This position requires the ability to obtain and maintain a federal security clearance.

Requirements:

  • Background Investigation: Applicants selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.

In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.

Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.

In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

Starting pay is calculated from the minimum of the pay range and actual placement in the range is determined based on an individual’s relevant job-related skills, qualifications, and experience.
