Raytheon Technologies Cyber Engineering Section Manager in Richardson, Texas

Raytheon Intelligence and Space (RIS) is seeking a Section Manager to join our Cyber Engineering team on the Richardson Cityline campus. The Section Manager will have experience leading cyber engineers through development, implementation, deployment and maintenance. The Section Manager will support multiple programs in all facets of Cyber Engineering, as well as lead a team of 15+ engineers. This position reports directly to the RIS Cyber Department Manager.

Job Responsibilities:

  • Manage direct/indirect Labor, overhead expenditures and capital planning needs within assigned budgets constraints.

  • Lead a team of cyber engineers to find new methods and approaches to reduce cost and schedule.

  • Accountable for engineering execution on programs including technical approach, quality and technical performance of work products generated by the section as well as cost and schedule commitments.

  • Elevate risks and issues related to program execution and staffing.

  • Ensure executable plans are developed as part of program startup activities.

  • Accountable for development of program deliverables to meet customer requirements; includes development of discipline specific plans.

  • Review proposals to provide accurate and reasonable cost estimates in-line with price-to-win targets assigned to their department’s discipline. This includes validation of reasonable assumptions, risks and opportunities.

  • Direct preparation and delivery of quarterly Desktop or Comprehensive Estimate at Completion (EAC) data for section related tasking.

  • Ensure proper collection and utilization of organizational metrics and lessons learned to drive continuous improvement and facilitate business growth.

  • Support business growth opportunities (proposals, Independent Research and Development (IRADs), enterprise campaign projects, business improvement projects).

  • Ensure a diverse pipeline of engineering talent (both leadership and individual contributor) through pro-active strategic and tactical workforce planning, talent acquisition, talent development and succession planning with the competencies required to support competitive pursuits and execute effectively on programs

  • Ensure that programs have the right people with the right skills at the right time in accordance with the program plan. Work with program engineering to ensure proper staffing levels are maintained on all programs; includes recommending personnel for key program assignments.

Required Skills:

  • 8+ years of related work experience

  • Leadership – clear and effective communication; ability to build & motivate a team; pro-actively solve problems and removes roadblocks; identify risks & manage them; exploit opportunities; vigilant scope/change management awareness.

  • Subject Matter Expert (SME) in at least one cyber discipline related area.

  • Industry Certification: CISSP or equivalent

  • Experience with NIST 800-53 Security Controls

  • Experience with RMF Accreditation

  • Knowledge of all aspects of the cyber exploitation and attack process, to include aspects of vulnerability research techniques and operationalization

  • Experience accrediting virtualized environments

  • Experience working in a cloud Infrastructure environment (AWS)

  • Ability to guide technical growth of personnel within the section; proficient in mentoring and addressing areas of improvement.

  • Effective facilitator; effective delegation skills; strong judgment and decision-making ability

  • Demonstrated ability to work multiple tasks and priorities, and to complete simultaneous assignments with high quality and timely products.

  • Able to define plans, integrate cost, schedule and technical objectives; set priorities, adapt plans and flow them down.

  • Knowledge of Engineering process & metrics and how to manage with them; strong advocate for process improvement.

  • This position requires an existing Top Secret security clearance (US citizenship required).

Desired Skills:

  • Experience in proposal development including Basis Of Estimate (BOE) generation, cost and technical volumes

  • Earned Value Management (EVMS) experience /certification

  • Cost Account Manager (CAM) experience/Certification

  • Ability to provide Technical Review of New Pursuits & Proposals

Education Requirements:

BS/BA degree is required. Preference for a STEM degree in any of the following: Cyber Security, Information Technology, Computer Science, Computer Engineering, Information Assurance, Information System

In compliance with Colorado’s Equal Pay for Equal Work Act, the salary range for this role is $106,000 to $223,500; however, Raytheon Technologies considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, education/training, and key skills
