ICF Senior FEMA Business Development Lead - Remote (US) in Reston, Virginia

ICF’s Disaster Management Division is seeking a highly experienced Senior FEMA Business Development Lead to join our team! This position is Remote in the United States with required travel.
The ideal candidate will have extensive experience in developing new business, pipelining opportunities, and leveraging and interacting with government affairs teams, to support disaster recovery and emergency management working with FEMA programs or state emergency management offices. This person will also have a proven track record in securing business with geographically diverse teams.
This role entails identifying and positioning for specific growth opportunities with state and local government agencies that receive FEMA funding. Responsibilities include conducting research and networking, positioning ICF for new ventures, formulating strategies for securing new work, leading proposal efforts (with support from the proposal team), and expanding our client base in the state and local sectors.
The ideal candidate will demonstrate exceptional leadership qualities and exhibit a high level of collaboration in shaping and winning large, single-award opportunities in partnership with capture and proposal teams. They should leverage their understanding of market trends, regulatory changes, and competitive landscape to articulate an ambitious vision for growth in collaboration with business and practice leaders. The candidate would utilize their network and industry knowledge to form strategic partnerships that enhance our service offerings and competitive position. Additionally, they will possess strong speaking skills, as well as analytical, negotiation, and interpersonal abilities that foster productive relationships, thereby supporting business expansion.

Salary Band Range for this opportunity: $130,000 to $170,000 based on % match of qualifications/experience/responsibilities, FEMA business networking experience, location, and other. Higher degree and/or previous titles will not increase salary band range.
Key Responsibilities will include:
• Assist in capturing primarily, but not limited to, new FEMA funded clients in the state and local government sectors dealing with disaster and emergency management.
• Identify, shape, and win opportunities with an annual sales target of $20M with state and local agencies.
• Develop and implement strategies to expand our client base and enhance our service offerings.
• Mentor and coach select individuals in the business to further their business development capabilities.
• Develop, nurture, and sustain customer and partner relationships that align with our market and geographic growth objectives.
• Develop teaming partnerships to pursue large opportunities.
• Build a pipeline for 6+ quarters into the future for continued growth.
• Engage in conferences and industry events to stay informed about the trends and state of our business and meet with clients and partners to drive new business opportunities.
• Partner with leadership to improve the quality and depth of competitor intelligence to influence pipeline growth and enhance win probability, leading to contract selection.
• Interact regularly with senior management/executives from multiple areas within the company to include bid reviews, briefings, and presentations with exceptional communication skills.

• Contribute to the development of strategic plans and initiatives to advance the division's mission and objectives.
Proposal Development Responsibilities:
• Assist in the development of proposals for new projects and funding opportunities and be willing to lead as a technical lead for specific opportunities.
• Collaborate with the business development team to create compelling, competitive proposals.
• Ensure that all proposals meet client requirements and are submitted on time.
• Provide support to the proposal team by ensuring staff respond to proposal needs quickly and accurately.
• In lead of and post major disasters, be willing and able to stage and deploy around areas of impact, to develop relationships and secure new opportunities.

Must Have Qualifications:
• Bachelor’s degree.
• 10+ years of experience in disaster and/or emergency management business development, inclusive of 4+ years of experience in the private sector in a management consulting environment.
• 10+ years of experience in hands-on proposal development and project advisory.
• 8+ years of experience working with FEMA policies, procedures and programs.
• 8+ years of experience in presentation and communication skills, including: 1. Developing and presenting complex ideas to executive audiences and effectively articulating customer positions, status, and strategies to senior management in a clear, concise, and decisive manner; 2. Authoring white papers, responding to RFPs and developing presentation materials. Writing examples may be requested.
• Able and willing to travel (flight/vehicle) for program needs as directed.
• Must have a valid US driver’s license and can successfully pass a Motor Vehicle Records (MVR) check.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$123,765.00 - $210,400.00
