ICF Senior Contracts Manager in Reston, Virginia

Description

ICF is seeking an experienced Senior Contracts Manager to lead a team of contract administrators in a growing and dynamic group with a broad client base in state and local, commercial and a federal contracts. The ideal candidate will have people management experience, advanced contract drafting, reviewing, and negotiating experience, proposal business/cost volume development experience, as well as knowledge and expertise handling day-to-day contract administration in a fast-paced environment with numerous multiple priorities. The ideal candidate must be comfortable with supporting customer interaction and working with geographically diverse internal/external customers and management. This position will support ICF’s Climate, Energy and Transportation (CET) Division within ICF’s Energy, Environment & Infrastructure Group.  

The candidate will have the opportunity to work with senior management in the department as well as company-wide leadership teams. Infrequent travel to other ICF offices or customer locations may be required.  

This position is 100% Remote in the 48 contiguous United States, with preference given to the Reston, VA area for a hybrid schedule. 

*Key Responsibilities:  *

  • Provide daily oversight and management to team. 

  • Provide mentoring to team members to develop and build upon skillsets of the team to ensure growth and development of each individual member. 

  • Assist in the development of more junior level staff in developing negotiation, business proposal and contract administration skills. 

  • Conduct consistent team meetings to ensure flow down of department/company processes, procedures and policies. 

  • Establish effective working relationships with senior account leaders and program team members.  Understands both strategic and operational goals and translates them into effective contracting practices. 

  • Maintains own portfolio of active proposals and projects.  

  • Oversee and assist in the development of compliant business proposals to address RFP requirements, pricing strategies, and mitigate risk consistent with sound business practices, company policies, and government regulations. 

  • Proactively assesses critical contract obligations and contract provisions, to include gaps and risks. Advises on contract revisions to better meet the needs of the Client and ICF  

  • Notifies management and appropriate Program Management of potential non-compliance and other problems that could have an adverse impact on the company, specifically advising on contractual rights and obligations, interpreting terms and conditions and government regulations. 

  • Leads the proper coordination of various types of agreements and other contract/legal documents with other corporate functions, such as accounting, legal, tax, etc.  

  • Delegate workload among team members to ensure effective and efficient support to proposal and project teams. 

  • Review and negotiate non-disclosure agreements, teaming agreements, contracts and subcontract documents (when ICF is subcontractor) 

  • Participate in proposal reviews to ensure compliance with corporate policies, pertinent regulations and customer requirements. 

  • Identify items of risk to stakeholders and properly resolve/mitigate with the company's best interests in mind. 

  • Ensure proactive maintenance of contracts documentation consistent with established ICF practices. 

  • Provide guidance to internal business partners ensuring compliance with RFP requirements and/or contractual requirements while adhering to company policy and established practices to mitigate risks accordingly. 

*Basic Qualifications:     *

  • 8+ years of experience in contracts administration

  • 5+ years of management/supervisory experience  

      

*Preferred Skills/Experience:  *

  • Bachelor’s Degree

  • Experience supporting Master Services Agreements (MSA’s), IDIQs, and/or BPAs.  

  • Experience working with a wide range of state and local clients. 

  • US federal government and commercial contract experience.  

               

*Professional Skills:  *

  • Excellent oral and written communications  

  • Strong attention to detail and the ability to multi-task in a dynamic, fast-paced environment  

  • Extensive experience and skills with various computer programs required (e.g. Word, Excel, PowerPoint)  

  • Ability to build solid business relationships with both internal and external customers  

  • Proactive attitude in providing guidance and advice to project teams, as well as to the contracts team  

  • Strong analytical and problem-solving skills

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$123,765.00 - $210,400.00
