Intact Technology is seeking a highly experienced and detail-oriented Director of Proposals to join our team. This is a hands-on position reporting to the EVP of Operations.

As Proposal Director, you will be a key member of our Go To Market (GTM) Operations Team who provides leadership or support on a variety of business development assignments, ranging from highly strategic proposals to smaller proposals and qualification statements. The ideal candidate will be well-versed in Federal proposal management, with experience leading proposal compliance; will be organized, accountable, and demonstrate responsibility for meeting deadlines, and following through on commitments. Expected to be a self-starter who possesses excellent oral and written communication skills, develops creative solutions to tackle challenges, and is a team player ready to support others and has a vested interest in the success of Intact. Each day will present different activities and opportunities as you help position Intact for success in our sales efforts.  Flexible work arrangements between home office and our Reston, VA office as needed.

  Duties / Responsibilities

  • Manage enterprise approach to proposal development to ensure a focused and consistent projection of Intact’s core capabilities and values; periodically assess, recommend changes to, and fully document corporate proposal and capture processes based on corporate growth strategy and market forces.

  • Establish corporate training modules in proposal processes, methods, and techniques

  • Assist in identifying supporting internal and external (team, consultant, etc.) proposal resources.

  • Collaborate with Go to Market (GTM)Team and CFO in developing cost estimates related to proposal responses.

  • Manage 5-7 high-value, simultaneous high-complexity proposal efforts.

  • Oversee compliance with proposal knowledge management processes; develop and maintain a centralized proposal library (solicitations, responses, debriefings) or other reusable knowledge database(s).

  • Oversee and participate in the initiation, development, and completion of responses to Requests for Proposals (RFPs), and assist with the development of associated products, such as Requests for Information responses, capabilities statements, white papers, and briefings.

  • Provide proposal strategy guidance and support to local and remote internal customers on solicitations issued under GWAC, IDIQ and other contracting vehicles.

  • Facilitate the development of win themes and differentiators, ensuring they are updated, validated, communicated, and incorporated in the proposal.

  • Develop compliance matrices, proposal schedule/calendar, and proposal volume templates.

  • Manage development of proposal content and schedule.

  • Ensure adequate planning for all proposal activities.

  • Assist Capture in defining proposal themes and strategies; generate writing assignments; and support post-proposal activities including significant input to After Action Reviews.

  • Assist in bid, no-bid decisions.

  • Lead/support proposal color reviews.

  • Provide support for desktop publishing, editing, formatting for volumes as needed or required.

  • Support development and refinement of templates, and standardized processes to streamline proposal development.

  • Communicate with and train Sales, Solution Consultants and other cross-functional organizations on proposal best practices, policies, and processes/procedures.

    Proposal Management

  • Read and interpret RFP, RFQ, RFI solicitation requirements to validate capture assumptions and solution design, participate in the bid/no-bid decision.

  • Develop the proposal schedule and ensure deadlines are realistic/achievable and met by internal teams.

  • Maintain configuration control of proposal documents and deliverables.

  • Facilitate solution, review, and color team meetings.

  • Perform Quality Assurance (QA) inspection of all proposal deliverables.

  • Perform hardcopy and electronic proposal production and submission.

  • Be responsible for driving the proposal process and ensuring critical milestones and all deadlines are met, as well as coordinating and facilitating color team reviews with key stakeholders providing final quality assurance and adherence to corporate and legal compliance.

  • Maintain accurate records of proposals submitted as well as drafts, approvals, and other supporting documentation.

  • Support efforts to enhance standard proposal libraries in support of organization - wide proposal development tools and templates.

  • Facilitate proposal writing and identify subject matter experts that can effectively contribute to responding to proposal requests.

  • Maintain tight, proactive communication with proposal and business unit leadership to ensure all necessary resources and activities are available to achieve a successful proposal submission.

     Supervisory Responsibilities

  • Supervise and mentor proposal staff; assign proposal manager/coordinator support to Captures and other Growth projects based on availability.

  • Prioritizes and assigns work, ensures staff training, conducts performance evaluations, and makes hiring, termination, disciplinary recommendations.

  • Direct, oversee, and manage the activities of the Proposal Team .

  • Set objectives and performance metrics and motivate team to meet and exceed goals.

               Required Qualifications

  • BA/BS and advanced degree or relevant certifications preferred.

  • Minimum 12 years of relevant experience.

  • Expert Federal contractor bid and proposal management standard practices.

  • Must be able to learn and adapt quickly to new processes and technologies and have ability to work in a self-driven manner in a fast-paced environment.

  • Exhibit strong leadership skills and the ability to work with program and functional teams to drive tasks to closure.

  • Exhibit leadership qualities required to coordinate and lead meetings with internal and external stakeholders.

  • Strong customer communication skills, with the ability to illustrate a clear understanding of RFPs/SOOs/SOWs.

  • Prior experience in the development and management of federal contract proposals.

  • Strong analysis skills, with the ability to identify and improve processes and determine needs to successfully deliver proposals in short turnaround timeframes.

  • Able to multi-task, self-assign work, and function in a dynamic, fast-paced environment.

  • Experience with tools such as SharePoint, MS Project, Excel, and Word.

  • Excellent verbal and written communication skills, with the ability to succulently communicate.

  • US citizenship and the ability to obtain a DoD SECRET security clearance.

  • Ability to manage multiple projects simultaneously.

  • Ability to manage geographically disparate teams.

  • Ability to create original content using interview and research techniques.

  • Considered a Subject Matter Expert in Proposal Management.
