SOS International LLC Director of Contracts in Reston, Virginia

Overview

SOSi is actively looking for an experienced Director of Contracts to lead a team of skilled contract administrators in providing exceptional support throughout the full lifecycle of contracts, covering various levels of complexity and types. With little supervision needed, the Director will oversee the entire range of contract administration duties, ensuring compliance with Federal Regulations, Uniform Commercial Code (UCC), company policies, relevant laws, and standard business practices. The role entails managing a group of contract professionals who meticulously manage the contracting activities within SOSi’s diverse array of projects. Necessary for this position is the ability to work closely with the executive team and other internal stakeholders to confirm that contractual obligations are met, and potential risks are proactively mitigated. The Director of Contracts will provide crucial guidance and support for key operations such as business development, proposal preparation, negotiation of terms, and contract maintenance, while strictly upholding legal and regulatory requirements, organizational protocols, and industry benchmarks pertaining to both government and commercial contracting fields.

Essential Job Duties

  • Leads, mentors, and develops a team of Contracts professionals by providing learning opportunities, feedback and training, and recognizing and rewarding outstanding performance.

  • Directs the negotiation and administration of the organization’s contracts, ensuring alignment of contract negotiation strategies with the overall business strategy and objectives.

  • Manages and oversees projects in a fast-paced, high-intensity environment, ensuring timely and effective delivery of contract requirements.

  • Collaborates with the VP of Contracts and Procurement and other functions including Business Development, Communications, Program Management, Finance, and the Legal team on bid and proposal preparation, contract negotiation, contract review, and administration, providing guidance and expertise on contractual matters.

  • Ensures compliance with contracting policies, laws, and regulations including, but not limited to, Federal Acquisition Regulations, Defense Federal Acquisition Regulation Supplements, Cost Accounting Standards, Export Administration Regulations, and International Traffic in Arms Regulations, and implements appropriate risk mitigation strategies.

  • Ensures each contract and proposal action is reviewed and approved consistent with the Delegation of Authority Matrix and maintains accurate and complete contract records and documentation.

  • Develops, supports and maintains customer relationships to ensure positive and constructive interactions, and fosters trust and credibility with key stakeholders.

  • Presents complex contracting issues to VP of Contracts, Legal and other executive leadership, and provides sound and strategic advice on contractual matters.

  • Coordinates and drives to resolution key business issues with VP of Contracts, Legal and other executive leadership, and facilitates effective communication and collaboration among internal and external parties.

  • Assists with preparation of REAs and claims and negotiates favorable outcomes for the organization.

  • Reviews complex solicitations and prepares specialized and/or non-routine response for proposals, bids, and contract modifications, and applies innovative and creative solutions to meet customer needs and expectations.

  • Evaluates Organizational Conflict of Interest (OCI) issues and drafts Mitigation Plans as necessary.

  • Coordinates contract closeout requirements.

  • Supports internal/external audit activities as well as data requests from internal / external customers.

Minimum Requirements

  • Bachelor’s degree in business or related field required.

  • 15+ years of US Government contracts management as a prime contractor with experience across large multi-million-dollar programs.

  • 15+ years of full life cycle contract administration experience of Federal Government contracts, teaming agreements, NDAs, consulting agreements, and other contractual agreements.

  • 5+ years of leadership of prime contractual organizations with oversight of direct reporting employees.

  • Must be a US Citizen and can obtain and maintain a US TOP SECRET clearance, to support government contracts, as may be required.

  • 5-10 years of managerial experience

  • Experience with intellectual property, data rights, and commercial software and data sales agreements.

  • Ability to effectively utilize and manage contract portfolio within Contract Management software.

  • Detailed knowledge of FAR, DFAR, CAS, and related agency implementing regulations are required.

  • Experience with all types of contracts (Cost Type, FFP, T&M, IDIQ contracts, GWACS, and GSA), including reviewing and understanding pricing, representations, and certifications, and subcontracting issues.

  • Experience negotiating favorable terms on Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), contracts and subcontracts, etc.

  • Experience with processing REAs and Claims.

  • Excellent interpersonal, oral, and written communication skills. Ability to present to varying seniority levels both internally and externally.

  • Highly organized individual with the ability to conduct business in a professional manner. Strong organizational skills and ability to prioritize.

  • Excellent writing skills, including drafting of contract correspondence, terms and conditions, and statements of work.

  • Ability and willingness to learn and thrive in a fast-paced, rapidly changing environment.

  • Demonstrated ability to manage multiple tasks simultaneously without sacrificing quality or timeliness.

Preferred Qualifications

  • Knowledge of ITAR, EAR, and related U.S. regulations.

  • Familiarity with finance and accounting procedures.

  • Active in-scope DoD Top Secret, SCI eligible, and ability to obtain/maintain security clearance preferred.

Work Environment

  • Working conditions are normal for an office environment with three days in the office and two days optional remote work.

  • Travel required up to 25% of the time; including to international and possibly hazardous locations.

  • Fast paced, deadline-oriented environment.

  • May require periods of non-traditional working hours including consecutive nights or weekends.
