Classification Description Summary

Under direction performs a variety of professional duties in the collection, analysis, interpretation and presentation of statistical data regarding domestic violence related offenses to include: domestic battery; violations of Orders of Protection; stalking; harassment; and sexual assault crimes; analyzes findings and prepares clear and concise reports and presentations; conducts victim experience surveys and performs a variety of analytical tasks relative to assigned area of responsibility.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Research, collect, compile, analyze and interpret statistical data; identify crime patterns, high risk offenders; integrate appropriate computer systems to support and validate analysis; provide departmental staff and the public with statistics and reports.

Plan, design, conduct, and analyze victim experience surveys regarding police interventions, policies and procedures; develop methods to collect information including forms and questionnaires; conduct surveys using appropriate sampling techniques.

Research and analyze domestic violence, sexual violence, and stalking related activities throughout the City; prepare monthly and other requested reports.

Evaluate the reliability of source information; adjust and weigh raw data; organize results into a form compatible with computer analyses or other methods.

Present analytical findings in a clear, comprehensible form including computer print outs, graphs, tables, charts and written reports.

Conduct analyses on various work load aspects within the department; propose recommendations for staffing to meet work load demands.

Design computer database applications as needed for departmental analyses and operations; provide training to system users; modify and maintain programs as needed.

Assist with the development and preparation of curriculum, visual aides, and other related training material on domestic violence, sexual violence, and stalking related activities for training to sworn and professional staff in an effort to improve the department's response to victims of violence against women crimes.

Perform related duties and responsibilities as required.

Minimum Qualifications

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Theories, applications, methods and techniques of statistical sampling, data collection, research, analysis and interpretation.

Principles and procedures of record keeping and analytical report preparation.

Office procedures, methods and equipment including computers and applicable software and database applications.

Mathematical and statistical principles and applications.

English usage, spelling, grammar, and punctuation.

Dynamics of domestic violence, stalking, strangulation, sexual assault, and familial violence.

Police practices and laws pertaining to domestic violence, stalking, strangulation, sexual assault, and familial violence.

Pertinent federal, state and local codes, laws and regulations.

Ability to:

Assemble, analyze, interpret and present data and statistics in a clear, comprehensible manner.

Ensure adherence to appropriate rules of statistical sampling, data collection and analysis.

Apply sound judgment in the adaptation of statistical techniques and interpretation of results.

Prepare clear and concise tables, charts, graphs and other visual information.

Design computer database applications as needed for departmental analyses and operations.

Understand and follow oral and written instructions.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Adapt to changing technologies and learn functionality of new equipment and systems.

Maintain working knowledge of current and emerging technology related to assigned area.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

A Bachelor's degree from an accredited college or university with major course work in business administration, statistics, criminal justice, social work, or a related field.

Experience:

Two years of increasingly responsible data collection, sampling and statistical analysis experience involving crime analysis data, preferably with a minimum of one of those years in experience dealing with sexual assault, stalking, strangulation, domestic violence, and other related crimes against persons.

License or Certificate

Possession of an appropriate, valid driver's license.

Environment: Work is performed primarily in an office and field setting with travel to various locations; incumbents are required to provide on-call services on a rotational basis.

Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
