Classification Description Summary

Under general supervision, checks residential building plans and specifications for compliance with established international building codes, zoning regulations and ordinances, and provides assistance and information to the general public.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Perform plan checking activities; examine residential plans, specifications, and related documents for compliance with established building codes, zoning regulations, and ordinances; verify and review engineering calculations for completeness, code compliance and accuracy.

Review residential plans for conformance with various building, electrical, mechanical, plumbing, and structural codes and regulations; review residential plans for conformance with energy conservation codes and regulations; review residential plans for building water supply and distribution, sanitary drainage systems and fuel gas supply piping.

Provide information and assistance to the public, contractors, and architects involving the interpretation of residential construction codes, ordinances and zoning regulations; recommend necessary changes to plans to obtain compliance with applicable codes.

Track plans through other departments and agencies for review; input all plan review comments into the computer system to track current status of projects; file approved plans and specifications.

Maintain appropriate records on plans examining activities; prepare reports, correspondence and a variety of other written materials as requested.

Provide customer service at the front counter; respond to citizen questions and inquiries; render interpretations and applications of residential construction codes.

Monitor technical developments of products and materials being used in the industry as well as listings/approvals of new and currently in use products, materials, and methods of construction; stays abreast of recent as well as pending code changes as well as changes in methods of construction; recommends procedural or policy changes as appropriate.

Perform related duties as required.

Minimum Qualifications

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Principles and practices of residential plans examination work.

Methods and materials used in the construction of residential buildings and related structures.

Pertinent residential building and zoning codes, ordinances and regulations.

Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

Principles and procedures of record keeping.

Basic understanding of Electronic Document Review.

Pertinent federal, state and local laws, codes and regulations.

Ability to:

Analyze, interpret and accurately check residential building plans and specifications.

Understand, interpret and enforce residential building, electrical, plumbing and mechanical codes and ordinances.

Perform routine residential plans examination functions.

Maintain complete and accurate records of plan and specification checks.

Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.

Respond to requests and inquiries from the general public.

Understand and follow oral and written instructions.

Work in a team based environment to achieve common goals.

Coordinate multiple projects and complex tasks simultaneously.

Meet the physical requirements to safely and effectively perform the assigned duties.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

Completion of a high school diploma or equivalent and some college level course work in planning, construction or a related field preferred.

Experience:

Two years experience in one of the following trades:

Residential building, field construction, plan review or inspection

Or eighteen months experience as a Development Permit Technician.

License or Certificate:

Possession of an appropriate, valid driver's license.

Possession of an ICC Residential Plans Examiner certificate within one year of employment.
