Responsibilities Assist in analysis/assessment of records management functions and processes, including electronic and paper document flow patterns, suggests changes and improvements to work processes and optimize document processing/accessibility. Assists to establish guidelines for receiving, creating, maintaining, accessing, retrieving, and using agency records within National policies and requirements. Assists the Records Administrator with record identification; determines appropriate media; performs inventories; classifies and documents records for audits. Prepares training guides and materials in support of the Records Administrator training of managers, users, and custodians on records processes, procedures, and guidelines including electronic record keeping. Adheres to the Federal Records Act, Departmental Manuals, policies and requirements, NARA regulations, court decisions/legislation to implement records policy and provide technical guidance/administrative support. Prepares and/or provides administrative support developing flow charts and/or procedural handbooks ensuring the control and accessibility of documents for employees and the public. Analyzes current record processes including electronic and paper flow patterns to improve processes to control and optimize document processing and accessibility. Works with field offices on records management functions. Coordinates with NARA, and other entities on records access, exchange, recovery, and life cycle management. Ensures tribal records are managed according to DOI policies. Ensure compliance with records policies, procedures, standards, including program integrity through periodic reviews and evaluations. Provides support to the State FOIA Specialist in interpreting and applying laws, regulations, policies, and guidance to provide access to Federal agency records and information, while ensuring protected information is appropriately disclosed. No assumptions will be made about your experience. To qualify at the GS-7: A. Have one year of specialized experience equivalent to GS-5 in the federal service. Specialized experience is further defined as: experience receiving and controlling incoming correspondence, experience addressing multiple issues simultaneously, experience maintaining confidential information, experience organizing and maintaining filing systems and experience organizing clerical processes. -OR- B. Have 1 full year (18 semester hours) of graduate level education leading to a masters degree or equivalent that demonstrates the knowledge, skills, and abilities necessary to do the work -OR- C. Meet the requirements for Superior Academic Achievement (S.A.A.) See OPM Quals Standard-General Policies E(4)(f). -OR- D. Have an equivalent combination of the specialized experience and education as described above. To qualify at the GS-9: A. Have 1 year of specialized experience, equivalent to GS-07 in the Federal service. Specialized experience is further defined as: experience that includes answering internal and external inquiries for complex and detailed information; preparing written correspondence; provide assistance to employees and the general public; researching laws, regulations and policies; and maintaining records and files. -OR- B. Have 2 full years (36 semester hours) of graduate level education leading to a masters degree or equivalent or LL.B or J.D., if related. -OR- C. Have an equivalent combination of the specialized experience and education as described above. **Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. This position is considered a career ladder opportunity, with a full performance level of GS-09. If selected at a lower grade level, you may be non-competitively promoted to the next grade level at the discretion of your supervisor and is contingent upon meeting regulatory and legal requirements for promotion, satisfactory performance, and the availability of higher-level work. Promotion is not guaranteed, and no promise of promotion is implied. Education This position falls under the Administrative and Management Series, 0301 Individual Occupational Requirements (IOR). This position allows for education to be substituted for specialized experience (see qualification section for education requirements).
