Classification Description Summary

Under direction, supervises, assigns, reviews, and participates in the work of assigned of the Fleet Maintenance section including the maintenance and repair of City vehicles and equipment; directing workflow; overseeing shop safety and the quality of repairs. The incumbent supervises and coordinates Fleet Maintenance staff and ensures work quality and adherence to established policies and procedures; maintains a variety of records and reports; and performs a variety of complex administrative support to assigned areas of responsibility.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Plan, assign and supervise the daily operations of the assigned Fleet Maintenance section.

Reviews, organizes and coordinates shop workflows, workloads, and schedules with the Fleet Maintenance section; prioritize requests as needed.

Inspect work in progress and upon completion; detect and correct inefficient utilization of staff and equipment; ensure that work conforms to specifications and is in accordance with City regulations, policies, and operating procedures and practices.

Reviews and evaluates maintenance and repair production levels and shop mechanics and maintenance accountability.

Participate in the selection of assigned maintenance staff; provide or coordinate training; work with staff to correct deficiencies; implement discipline procedures.

Evaluates priorities, goals, objectives, and activities which relate to Fleet operations and make recommendations for changes and improvements to existing standards, policies, and procedures; participate in the implementation of approved policies and procedures.

Maintain and prepare productivity reports and maintain records and files of repair and maintenance work performed.

Ensure adherence to safe work standards; enforce safety regulations and ensure that the work site is set up according to established safety procedures.

Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of maintenance and repair; incorporate new developments as appropriate into programs.

Respond and resolve difficult and sensitive citizen and customer inquiries or complaints.

Perform related duties as required.

Minimum Qualifications

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Operations, services, and activities of modern methods of maintaining and repairing automotive, light, medium and heavy-duty vehicles or specialized equipment.

Advanced principles, practices and methods used in fleet management and vehicle maintenance.

Occupational safety hazards and safe work practices.

Principles of supervision, training and performance evaluation.

Pertinent federal, state and local laws, codes and regulations.

Principles of business letter writing and basic report preparation.

Office procedures, methods and equipment including computers and applicable software applications.

Ability to:

Plan, assign, inspect and supervise the work of staff and accurately maintain records and inventories.

Establish and maintain vehicle operating and maintenance costs records, analyze the information, provide recommendations to the Division Manager, and implement changes when appropriate.

Supervise, organize and review the work of staff.

Diagnose operational problems and take effective courses of action.

Inspect projects and evaluate the adequacy of work performed.

Establish and maintain effective working relationships with superiors and staff.

Recommend and implement goals, objectives, policies and procedures for fleet operations.

Understand, interpret and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations.

Prepare a variety of statistical reports, correspondence and related materials.

Communicate clearly and concisely, orally and in writing.

Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education and Experience:

Graduation from high school or equivalent supplemented by college level course work or specialized training in fleet maintenance. Five years of specialized training in fleet maintenance including two years of administrative and supervisory experience.

Required Licenses or Certifications:

The City pays all fees required for the acquisition or renewal or special licenses or certifications.

Must possess a valid driver’s license.

Within twelve months of hire must obtain a Commercial Driver’s License (CDL), and ASE-Certified Master Automobile Technician certificate or ASE-Certified Master Medium-Heavy Truck Technician certificate.

Supplemental Information

Physical Demands and Working Environment:

Work is performed primarily in a standard office environment with some travel to different sites. Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
