SUMMARY DESCRIPTION

Under direction, coordinates and assists with the administration of COVID-19 related duties within the Emergency Medical Services (EMS) Program for the Fire Department; provide professional, technical, administrative and supervisory support for all COVID related EMS activities; assist with developing and implementing COVID related EMS training and certification program; and coordinate the various COVID EMS related activities including treatment, medication and equipment maintenance focusing on proper PPE, decontaminating equipment properly and return to service of both the employee and equipment; and perform the more technical and complex tasks relative to assigned area of responsibility. This position will report to the Chief of the Emergency Medical Service Division.

SUPERVISION EXERCISED

Exercises direct supervision over field personnel, technical and clerical staff as duties relate to the COVID-19 Pandemic.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Participate in the operation and administration of Fire Department EMS Program including coordination with the City’s medical director as assigned; and assist with development and implementation of programs to enhance service delivery related to COVID-19.

Assist in the preparation, coordination and delivery of EMS licensing, certification and recertification-training programs as related to the COVID-19 pandemic. This will entail keeping up on the numerous license extensions and recertification processes that are in place due to the pandemic.

Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures (including COVID-19 PPE and decontamination procedures) through Continuous Quality Improvement (CQI); recommend and assist in the implementation of goals and objectives; establish schedules and methods for providing effective emergency medical services.

Develop, research, analyze and organize statistical and technical data from patient care data systems into clear and concise reports. These reports will include proper donning of PPE and possible exposure reports.

Supervise, train, assign and coordinate the activities and work of assigned staff.

Coordinate and provide field staff with access to medical supplies and equipment; and coordinate prophylactic immunizations for infectious diseases.

Supervise and monitor the performance and compliance of all emergency service providers and contractors and review related reports and documentation related to COVID-19; document and follow-up on operational conflicts between private and public service delivery concerns.

Attend interagency associations, committees, professional organizations and other related meetings; and serve as liaison with State, County and other local agencies on COVID-19 related subjects as requested by the EMS Division Chief.

Assist with developing and implementing any new operations related to training and keep abreast of new technologies and methods; assist in the planning and coordination of EMS drills and practices that are COVID-19 related.

Administer the EMS supply system including compliance with applicable laws and regulations; review and maintain advance life support inventories. This will entail working with the logistics department on stocking, restocking and par level supply of PPE.

Interpret policies, directives and personnel regulations and ensure proper application; review incident and training reports; and research, collect and analyze data related to COVID-19.

Prepare and maintain a variety of records, reports and correspondence in relation to assigned areas of responsibility that are COVID-19 related.

Perform related duties as required.

Minimum Qualifications

Knowledge of:

Principles, practices and procedures of modern emergency medical services.

Principles and practices of skilled paramedic pre-hospital care.

Statutes, Rules, regulations and operational procedures of EMS operations.

Infection control practices and procedures including vaccinations.

Local and state emergency medical plans.

District Health Department EMS protocols.

Principles of medical disaster planning and theories of emergency management.

Modern management techniques and skills.

Principles of training curriculum development and delivery.

Principles and practices of employee EMS skills and knowledge evaluation, and training.

Principles and practices of data collection, analysis and report preparation and Continuous Quality Improvement (CQI).

Departmental policies and procedures.

Pertinent federal, state and local laws, codes and regulations.

Modern office practices, procedures and methods and computer equipment.

Ability to:

Supervise, assign, review and coordinate the work of assigned staff.

Interpret and apply laws, statutes, codes, regulations, policies and care standards pertaining to EMS.

Research, compile and analyze data from multiple sources including electronic Patient Care Reporting Systems.

Prepare and present reports and program plans and materials.

Make sound decisions in accordance with laws, regulations and policies.

Represent the City and interact with other agencies in an effective manner.

Work in a team based environment to achieve common goals.

Coordinate multiple projects and complex tasks simultaneously.

Understand and follow oral and written directions promptly and quickly.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

A certification in Emergency or EMS Management, Public Administration, Public Health or a closely related field or equivalent work experience.

Experience:

Three years of experience as a paramedic providing medical services in the pre-hospital care industry, for example: fire EMS, private or public ambulance/air ambulance service, with at least one year of professional administration and supervisory experience.

License or Certificate:

Possession of a valid driver's license.

Must possess current certification or licensure as a paramedic with an instructor endorsement and vaccination endorsement.

Must be able to obtain and maintain a Nevada or National Registry paramedic certification within six (6) months of hire.
