Introduction

Make a difference for national security by joining a team of dedicated IT professionals who will sustain, modernize and transform the enterprise IT capabilities for the Defense Counterintelligence and Security Agency (DCSA). The Air Force and Combatant Commands Business Group of SAIC is seeking an Instructional Systems Designer (ISD) to support a transformational infrastructure program for DCSA.

SAIC is proud to be supporting DCSA in safeguarding our nation’s information. DCSA is the designated oversight authority on the accreditation of classified facilities, information systems, and the insider threat program. This involves security oversight of more than 10,000 companies and approximately 13,000 facilities involved in classified work throughout the DoD and 31 Federal agencies.

Specifically, on the DCSA One IT program, SAIC will provide an enterprise IT solution that delivers highly secured and adaptable IT infrastructure, provides customer support, and cutting-edge technologies that support operations and advance the DCSA mission under a single IT environment (i.e., One IT).

Job Description

The ideal candidate will bring extensive expertise in designing and developing innovative, effective learning experiences. This role requires someone who can take complex concepts and distill them into engaging, accessible training content, engage a deep understanding of instructional design methodologies, adult learning theory, and eLearning tools.

Key Responsibilities:

Instructional Design & Development:

Design and develop comprehensive, scalable instructional materials, including eLearning modules, job aids, style guides, standard operating procedures, and other educational resources. Apply industry-standard instructional design models, such as ADDIE, to create effective learning experiences tailored to specific audiences. Conduct thorough training needs analyses to identify learning objectives, content requirements, and instructional strategies. Develop detailed design documents that outline content structure, media selection, assessment strategies, and technical specifications.

Content Creation:

Simplify complex concepts into clear, engaging content suitable for an online, asynchronous learning environment. Write and edit instructional content with attention to clarity, consistency, and audience appropriateness. Develop interactive and multimedia elements using eLearning authoring tools and multimedia software.

Collaboration & Communication:

Work closely with subject matter experts, developers, and other stakeholders to ensure instructional content is accurate, relevant, and aligned with organizational goals. Maintain open and effective communication to facilitate seamless collaboration and ensure all parties are well-informed throughout the training lifecycle. Engage with clients to thoroughly understand their needs, articulating instructional design strategies and solutions clearly and persuasively. Provide regular updates and feedback, fostering a collaborative environment where ideas can be exchanged openly and constructively to achieve optimal outcomes.

Evaluation & Improvement:

Evaluate the effectiveness of instructional materials and learning experiences through learning activity data, evaluations and assessments to inform improvements to instructional content and delivery methods. Stay current with trends in instructional design, eLearning technologies, and adult learning theory to continuously improve and innovate training solutions.

Technical Proficiency:

Utilize Microsoft Office Suite (Word, Excel, PowerPoint, OneNote, Visio) and MS Teams for training development, documentation, and communication. Leverage the Learning Management System (Moodle LMS) to deliver, manage, and track training effectively. Employ eLearning authoring tools like Articulate 360 and multimedia tools such as Adobe Creative Cloud to produce interactive, visually engaging training content that is seamlessly integrated into the LMS for optimal learner engagement and accessibility.

Qualifications

Required Qualifications:

It is required that the Instructional Systems Designer (ISD) have the following qualifications:

  • BA/BS

  • Ten (10) or more years of related experience.

  • US Citizenship and a DoD active Secret clearance.

  • Experience with Microsoft Office Suite (Word, Excel, PowerPoint, OneNote, Visio) and MS Teams.

  • Experience with Leverage the Learning Management System (Moodle LMS).

  • Experience with eLearning authoring tools like Articulate 360 and multimedia tools such as Adobe Creative Cloud.

Desired Qualifications:

  • MA/MS

  • Eight (8) or more years of experience.

Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
