Reporting directly to the Director of Federal Public Policy, the Federal Public Policy Director will identify and respond to policy issues, develop favorable policy environments, and support advocacy strategies. The Director will work with the Director of Federal Public Policy in coordinating efforts across the entire AmeriHealth Caritas Family of Companies, including with corporate shared services and individual lines of business, including Medicaid, Medicare, the ACA Marketplace, and all ancillary services. The Director will also work in collaboration with the Federal Government Relations team. Additionally, the Director will develop strategies to position ACFC as an industry thought leader on innovative healthcare policy solutions for federal legislative, administrative, and regulatory bodies. The Director will be responsible for Medicare/Duals, LTSS, pharmacy and PBMs, and other issues as assigned. Specific duties include, but are not limited to:

• The Director will monitor and track federal regulation and legislation and work with State Affairs counterparts to identify resulting trends.

• The Director will continuously evaluate the federal policy environment/activities for their potential impact on the Family of Companies. Working with department leadership, the Director will identify issues in which the family of companies is interested and may wish to take a position and/or take appropriate action.

Duties associated with this task include:

o Developing federal public policy recommendations on priority issues to support business objectives and federal advocacy strategies.

o Developing, recommending, and contributing to thought leadership activities and competitive differentiation strategies.

o Engaging external stakeholders such as elected or government officials as subject matter experts as assigned and in coordination with department leadership and the federal government relations team.

o Representing AmeriHealth Caritas’ interests in policy-influencing, external facing advisory committees, trade associations, and affinity groups, including workgroups/taskforces as assigned.

The Director will engage state agencies tasked with implementing federal programs when appropriate.

• The Director will draft materials and resources that advance AmeriHealth Caritas’ policy objectives, including letters, comments, fact sheets, issue briefs, summaries, and other advocacy materials to support policy positioning.

• The Director will actively participate in and sometimes oversee workgroups composed of public policy staff and internal stakeholders in developing policy positions on proposed legislation, waivers, and regulations.

• The Director will support activities to help ensure that federal policy matters are communicated with and considered by enterprise and plan business leaders.

Duties associated with this task include:

o Enhancing the coordination of information sharing about ongoing policy concerns and opportunities throughout the organization.

o Contributing and developing content to internally distributed newsletters and other federal policy updates.

o Collaborating with critical enterprise and plan leaders to help assure that matters of federal public policy are considered at the plan or enterprise levels, including strategy and innovation, enterprise risk management, communications, compliance, legal, diversity, equity, and inclusion.

Education/Experience:

· Bachelor’s Degree required

· Master’s Degree preferred

· Public Policy, Healthcare Administration, or related field

· 5 to 10 years of professional experience in healthcare and/or public policy.

· Experience with Medicare, Duals, and LTSS preferred

Other Skills:

· Understanding of health care operations, the public health/safety net community of providers with a focus on those funded by the DHHS/HRSA

· Relationships with federal agencies and national associations as critical stakeholders to AMFC interests

· Proficient in MS Office

· Demonstrated presentation and public speaking skills.
