PAY RANGE

The Target Pay Range for this position is $110,900.00-$135,600.00 annually. The full Pay Range is $86,100.00 - $160,300.00 annually. At BECU, compensation decisions are determined using factors such as relevant job-related skills, experience, and education or training. Should an offer for employment be made, we will consider individual qualifications. In addition to your salary, compensation incentives are available for the hired applicant. Incentives are performance based and targets vary by role.

IMPACT YOU’LL MAKE

As the Sr. Compliance Program Manager at BECU, you will play a crucial role in safeguarding our credit union by managing Compliance Management Systems Programs of the Credit Union with particular emphasis on the Compliance Programs for Fair and Responsible Lending (“Fair Lending”); Unfair, Deceptive, Abusive Acts or Practices (UDAAP); and Complaint Management. This role involves educating Credit Union employees on matters related to the Fair Lending Compliance Program and responding to compliance questions related to the program. The Sr. Compliance Program Manager maintains a thorough knowledge of federal and state regulations to effectively research, prepare, implement, maintain, develop, and document the Credit Union’s compliance practices for compliance programs. Additionally, this role involves managing consumer complaints and other communications from federal and state entities, and from other entities that facilitate consumer complaints. The Sr. Compliance Program Manager researches and responds to these communications. The Sr. Compliance Program Manager is responsible for preparing accurate reporting on the effectiveness of compliance programs for the Enterprise Compliance Department, business units, Compliance Committee, Executive Management, and the Board of Directors.

WHAT YOU’LL DO

  • Research and Analyze: Conduct Fair Lending and UDAAP analyses across different product lines and Credit Union activities to identify trends, risks, and opportunities for improvement, and to meet regulator best practice standards for such analyses. Perform statistical and geographic analysis of lending patterns and access to Credit Union products and services. Perform geographic analysis of the Credit Union’s lending activity (using HMDA and/or other data sources) to identify potential areas where the Credit union might be underserving certain communities. Conduct disparate impact analysis of the Credit Union’s lending activity using data analysis tools and coordinating as needed with outside counsel and statisticians.

  • Review disparate impact analysis results with Department management to identify potential discriminatory activity. Conduct thorough research, analyze complex laws and regulations, and present your findings clearly to guide compliance strategies. Prepare risk assessments and reports based on your analysis, to be delivered to senior management of the Credit Union.

  • Compliance Monitoring: Develop and maintain a deep understanding of federal and state laws, conduct risk assessments, and monitor policies to ensure BECU’s compliance.

  • Operational Impact Communication: Communicate the implications of new or changing laws and regulations to relevant business units, ensuring proactive adjustments and compliance.

  • Risk Assessment and Resolution: Perform risk assessments and other analyses to determine whether the Credit Union is at risk of engaging in UDAAP. Provide regulatory and legal risk assessments, and guide management and staff in resolving compliance issues effectively.

  • Project Management: Lead compliance-related projects, coordinate user acceptance testing, and work closely with stakeholders across departments.

  • Complaint and Inquiry Management: Review high visibility, complex complaints and inquiries related to compliance programs. Work with stakeholders to identify and document the potential risk of consumer harm, Compliance Management System deficiencies, root cause analysis, and any remediation plans. Respond to complaints received via regulatory agencies, industry groups, and executive team members.

  • Compliance Support: Review the Credit Union’s standards, procedures, loan agreements, and processes for compliance with Fair and Responsible Lending and Unfair, Deceptive or Abusive Acts or Practices (UDAAP) requirements. Provide support to business units as they develop and implement new products, services, and practices, ensuring compliance at every step.

  • Training and Development: Develop and update compliance-related training programs, ensuring they are tailored to employee roles and delivered in a timely manner.

  • Vendor Management: Participate in all phases of the vendor lifecycle, ensuring compliance requirements are met and monitoring vendors for ongoing compliance.

  • Regulatory Coordination: Coordinate responses to federal and state regulatory agencies, audits, and legal inquiries, ensuring timely and accurate compliance documentation.

  • Executive Support: Provide expert advice to executive and senior management on compliance requirements, participating in internal committees and working groups.

  • Additional Duties: Perform additional duties as assigned to support the Compliance Program and overall organizational goals.

QUALIFICATIONS

Minimum Qualifications:

  • Bachelor’s degree in business or equivalent experience required.

  • Minimum 7 years of compliance experience within a financial institution, or at a financial institution regulatory agency required.

  • CRCM (Certified Regulatory Compliance Manager) or NCCO (National Association of National Credit Union Certified Compliance Officer) designation required.

  • Experience with implementing and being responsible for a Fair Lending and UDAAP program, with specific experience in consumer financial products and services required.

  • Experience with geographic and demographic (i.e., “redlining”) analysis for financial institutions required.

  • Project management and risk assessment skills required.

  • Ability to communicate complex compliance information clearly across all levels of the organization and with external stakeholders.

  • Ability to conduct thorough legal research, analyze regulatory requirements, and format findings into clear, concise reports for internal and external stakeholders.

Desired Qualifications:

  • Advanced degree preferred.

  • Proven ability to lead teams and effectively negotiate to influence decisions and drive compliance initiatives across the organization preferred.
