Summary About the Position: The Army Rapid Capabilities and Critical Technologies Office (RCCTO) will rapidly and efficiently research, develop,prototype, test, evaluate, procure, transition, and/or field critical enabling technologies and capabilities that address near-term and mid-term threats. the RCCTO will produce or acquire material solutions, consistent with the Army's modernization priorities that maximize Soldiers' capabilities to deploy, fight, and win on future battlefields. Responsibilities Plans and Allocates and oversee Program funds based on an analysis of budget estimates, historical expenditures, projected workload, and approved funding. Identifies the need for reprogramming between budget accounts and/or organizations. Coordinates across the command and with key stakeholders to prepare budget exhibits and defend budget estimates through the annual budget cycle. Manages labor (core, matrix and contractor labor), organizational costs (facilities and IT) and leads the development of Support Agreements from supplying organizations. Specialized Experience: To qualify based on your experience, your resume must describe at least one year of specialized experience at the NH-03 (GS-13 equivalent) level in the Federal service that includes: 1) Managing budget and financial management functions such as planning,programming, budgeting, cost estimating, accounting, internal controls and financial reporting through a financial management system for a program; 2) Preparing and submitting budgetary schedules and exhibits and a variety of reports covering status of funds, expenses and obligations for a program; and 3) Troubleshooting organizational budget and financial system questions and problems to resolve issues.This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-03 or GS-13). This is an Army Acquisition, Logistics and Technology Workforce position.
