Senior Construction Manager – Water/Wastewater – California

Opportunity :

Parsons is now hiring a Senior Construction Manager who can lead a team of professionals overseeing every phase of a large-scale -construction management contract in our water/wastewater systems group in California.

Parsons’ extensive experience in this field, combined with your significant management and technical experience, will propel your career forward with opportunity for advancement with top performance. We need our Senior Construction Manager to be versatile, hands-on, proactive, energetic, and client/owner centric, as well as have exceptional communication, analytical and management skills. This role supports primarily the Northern ( Bay Area) and Central California region, but has the flexibility of being based from anywhere in California !

Responsibilities:

  • You will act as the Company representative with the client and selected subcontractors during the project or program execution. Negotiates changes to the scope of work with the client and key subcontractors. Collaborates with Operations and Business Development to market and secure additional work with client. Responsible for following up on instructions and commitments associated with the project. Participates in negotiations with regulatory agencies and in public meetings in support of clients.

  • Oversees the development of Project Management Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, Stakeholder Management and Environmental Management Plan and other documents as required.

  • Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project. Assigns responsibility for executing project plans to key subordinates and assures compliance.

  • Works with the key project individual to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the client and company management of any such changes. The Construction Manager is specifically responsible for maintaining current and timely change orders. Requirements:

  • Accomplished senior level construction manager/program manager with experience managing complex teams that include but are not limited to Contracts Management, Project Controls, Risk Management, Public Outreach/Communications, Environmental Management, Safety Management.

  • 4-year degree in construction-related field (or equivalent construction-related work experience), as well as 15 to 20 years of experience in field construction on large civil projects is required, with a solid focus in wastewater projects

  • A Master’s Degree in Engineering is highly desirable.

  • Experience with managing and leading construction projects of large water/wastewater in limited space while maintaining full plant operations.

  • Candidate must have the ability to foster a close working relationship with all project stakeholders in a public works environment. This will include Treatment Plant Operations and Maintenance staff, Client Safety Management, Client Environmental Management, Project Management, Client Construction Management and others.

  • Experience in performing construction management tasks on large complex CIP programs including resolving interface issues with multiple concurrent construction projects, and staging and shutdown coordination to minimize operational impacts, dispute resolution.

  • Experience in auditing large complex construction projects for compliance to program procedures and requirements.

  • At least 15 (15) years of recent experience in construction management of large and complex engineering/construction projects;

  • At least five (5) years of recent experience as a Construction Manager on at least one (1) complex water or wastewater infrastructure program within the last fifteen (15) years with a construction value of $100 million or mor

  • At least three (3) years of recent experience in using Primavera, Unifier, or other similar construction management software systems

  • OSHA advanced safety training.

  • (PE) Registration as a Professional Engineer in the State of California or CCM is desirable.

  • (3) years of recent construction management experience in alternative project delivery methods including Progressive Design-Build and (CMAR) highly desirable

  • Ability to be stationed in a field office at or near the project site for at least 2-days per week, or possibly full-time, based on the contract requirements.

Salary Range:

$121,900.00 - $245,200.00
